欧盟对东盟成员国的公共外交研究

【摘要】：欧盟重视发展与东盟国家在经济、政治、文化、安全、人员往来等各领域的关系,并积极向东盟成员国推广传播欧盟的规范。欧盟对东盟成员国开展公共外交的目的,一方面在于促进东盟成员国公众对欧盟目标、政策与活动的理解与支持;另一方面在于传播和推广欧盟的规范。其短期目标是助力欧盟获得经济利益,长期目标是增强欧盟的软实力和国际影响力。欧盟对东盟成员国开展公共外交的机构主要是欧盟对外行动署。社交媒体、门户网站等数字信息媒介,是欧盟对东盟成员国开展公共外交的主要工具。欧盟对东盟成员国开展的公共外交活动涉及经济、教育、文化、气候变化与环境保护等领域。欧盟对东盟成员国在气候变化、环境保护和文化领域的公共外交活动收获了成功。欧盟自身在外交领域的局限性、欧盟忽视东盟成员国具体国情和欧盟与东盟成员国之间价值观差异等问题是欧盟对东盟成员国开展公共外交时存在的主要问题。对东盟成员国的公共外交是中国公共外交的重要组成部分,欧盟对东盟成员国公共外交的开展情况,能为中国开展对东盟成员国的公共外交提供一定的借鉴意义。
[Abstract]:The European Union attaches importance to developing relations with ASEAN countries in economic, political, cultural, security, personnel exchanges and other fields, and actively promotes the dissemination of EU norms to ASEAN member countries. The purpose of public diplomacy for ASEAN member states is to promote the public's understanding and support of EU goals policies and activities on the one hand and to disseminate and popularize EU norms on the other hand. Its short-term goal is to help the EU gain economic benefits, and the long-term goal is to strengthen the EU's soft power and international influence. The EU's agency for public diplomacy with ASEAN member states is the EU external Action Agency. Social media, portals and other digital media are the main tools of EU public diplomacy to ASEAN member countries. The EU's public diplomacy activities to ASEAN member countries cover areas such as economy, education, culture, climate change and environmental protection. The EU has been successful in public diplomacy among ASEAN members in the areas of climate change, environmental protection and culture. The limitation of EU in the field of diplomacy and the neglect of the specific conditions of ASEAN member countries and the difference of values between EU and ASEAN member countries are the main problems in the public diplomacy between EU and ASEAN member countries. The public diplomacy to ASEAN member countries is an important part of China's public diplomacy. The development of EU public diplomacy to ASEAN member countries can provide certain reference significance for China to carry out public diplomacy to ASEAN member countries.
