玉门市构建养老服务体系的研究

【摘要】：伴随着我国经济的快速发展,人口老龄化已经成为我国社会发展中的一个突出问题。据统计,早在1999年我国就开始进入了老龄化社会。但中国现有的养老服务业难以满足中国急剧增长的老龄人口的迫切需求。本论文选取中国西部、经济欠发达地区之一的玉门市作为研究对象,对玉门市人口老龄化的现状与趋势,养老服务业发展现状及存在问题的调研,参考发达国家和其他地区的实践经验,结合玉门市社会经济和文化的特点,对玉门市应对人口老龄化、发展养老服务业提出建议,同时为中国其他地区提供借鉴。由于思想观念、政策体制、管理机制、发展机制等诸多因素的制约,虽然玉门市经济在快速度地增长,近年来在民生及社会事业发展方面也取得了长足的进步,社会公共服务范围不断扩大,管理标准逐步提升,服务能力得到了显著的提高。但是,随着经济社会的发展和体制机制改革的进一步深化,发展中的深层次问题不断凸显,尤其是社会化养老服务体系建设仍然存在诸多问题,“四二一”家庭子女照顾老人的压力也越来越大,养老服务业仍处于起步阶段,远远落后于经济发达地区的水平,并且老龄化问题已经开始有制约玉门市的经济发展的趋势,所以,大力发展社会化的养老服务业,形成一个体系健全配套完备的社会养老服务体系已势在必行。玉门市应当加强舆论宣传,下功夫创造一个良好的社会舆论氛围,坚持政府引导和公众的参与相融合,支持社会资金参与养老服务方面的建设,推动社会养老综合体系的建设,从而促进养老家庭服务体系建设,丰富社会化居家化养老服务内容。
[Abstract]:With the rapid development of China's economy, population aging has become a prominent problem in the social development of our country. According to statistics, as early as 1999, China began to enter an aging society. But China's existing pension services sector is struggling to meet the urgent needs of China's rapidly growing elderly population. This paper selects Yumen City, one of the economically underdeveloped areas in western China, as the research object, and investigates the current situation and trend of the aging of the population, the development status and existing problems of the old-age service industry in Yumen City. Referring to the practical experience of developed countries and other regions, combining with the characteristics of social economy and culture in Yumen, the author puts forward some suggestions for Yumen to deal with the aging of the population and to develop the service industry for the aged, and at the same time provides reference for other regions of China. Because of the restriction of ideology, policy system, management mechanism, development mechanism and so on, although the economy of Yumen has been growing rapidly, in recent years, it has also made great progress in the development of people's livelihood and social undertakings. The scope of social public services has been continuously expanded, management standards have been gradually improved, service capacity has been significantly improved. However, with the development of economy and society and the further deepening of the reform of the system and mechanism, the deep-seated problems in the process of development have been highlighted, especially in the construction of the socialized old-age service system. The pressure on the children of the "4-21" family to take care of the elderly is also increasing. The old-age service industry is still in its infancy, lagging far behind the level of the economically developed regions. Moreover, the aging problem has begun to restrict the economic development of Yumen. Therefore, it is imperative to develop socialized service for the aged and form a complete system. Yumen should strengthen the publicity of public opinion, work hard to create a good atmosphere of public opinion, adhere to the integration of government guidance and public participation, support social funds to participate in the construction of pension services, and promote the construction of a comprehensive social pension system. In order to promote the construction of pension family service system, enrich the content of socialized home-based pension services.
