【摘要】：20世纪90年代,丹麦学者艾斯平-安德森在其著作《福利资本主义的三个世界》中首次使用了“福利模式”的概念,从1990年开始,“福利模式”理论开始逐渐成为一个学科,进入了大众的视野,自此,关于“福利模式”的研究成为一个使用非常广泛的专有术语,并成为研究福利国家和福利制度比较的一个主要概念和工具。建立一种适合本国实际的好的福利模式所要解决的不仅仅是养老、医疗、失业、社会救助等等事务性问题,它实际上着眼于基本的社会关系的平衡和社会基础的构建。符合国情的福利模式的建立,是搞好社会管理的前提。本文认为,新加坡作为东南亚福利体系中比较特殊的一种,具有鲜明的新加坡特色,即具有补充性的、强制的、威权主义的色彩。既有保守主义或者“合作主义”的福利模式的特点,又有自由主义模式的某一些特征,是一种具有新加坡特色的混合式福利模式。本文对新加坡的福利模式进行了较为详细的分析,运用比较政治制度研究的方法,在福利国家理论的指导下,对新加坡福利模式进行深度分析。文章论述了新加坡福利模式的形成背景、动因、影响因素,以及新加坡福利模式的特点和内容,并对我国福利模式的发展提出了几点思考。
[Abstract]:In the 1990s, Danish scholar Espin-Anderson used the concept of "welfare model" for the first time in his book the three Worlds of Welfare Capitalism. Since 1990, the theory of "welfare model" has gradually become a discipline. Since then, the study of "welfare model" has become a very widely used term, and has become a main concept and tool to study the comparison between welfare state and welfare system. To set up a good welfare model suitable for our country, we should not only solve the problems of old-age care, medical treatment, unemployment, social assistance and so on, but also focus on the balance of basic social relations and the construction of social foundation. The establishment of a welfare model in line with the national conditions is the prerequisite for doing a good job in social management. This paper holds that Singapore, as a special kind of welfare system in Southeast Asia, has distinctive Singapore characteristics, that is, complementary, compulsory and authoritarian color. It has the characteristics of both conservatism and "cooperation" welfare mode, and some characteristics of liberalism model. It is a mixed welfare mode with Singapore characteristics. This paper makes a detailed analysis of the welfare model in Singapore, and makes a deep analysis of the welfare model in Singapore under the guidance of the welfare state theory by using the method of comparative political system research. This paper discusses the background, motivation, influencing factors, characteristics and contents of Singapore's welfare model, and puts forward some thoughts on the development of our country's welfare model.
