协商民主推进国家治理现代化的内在逻辑

【摘要】：随着我国由传统社会向现代社会转型,我国的社会结构、利益格局、思想观念等都发生了深刻变化,这导致传统国家治理模式难以满足新时代发展的需要。而协商民主作为一种新型的民主理论范式,将其与国家治理结合起来进行研究,解析协商民主与现代国家治理之间的内在联系,并对国家治理现代化进程中的协商民主发展演进展开梳理具有重要意义。协商民主作为一种具有巨大潜能的民主治理形式,它能以保障主权在民为旨归,力图提高公民乃至整个公民社会在国家治理中的作用,努力通过自由而理性的公共对话使得公民的偏好更具反思性并发展成为公共政策的基础,从而有助于促进国家治理现代化进程的实现。
[Abstract]:With the transition from the traditional society to the modern society, the social structure, the pattern of interests and the ideology of our country have all undergone profound changes, which leads to the difficulty of meeting the needs of the development of the new era in the traditional mode of national governance. As a new democratic theoretical paradigm, the deliberative democracy is combined with national governance to analyze the internal relationship between consultative democracy and modern state governance. It is of great significance to sort out the evolution of consultative democracy in the process of national governance modernization. As a form of democratic governance with great potential, consultative democracy can aim at safeguarding sovereignty in the people, and strive to enhance the role of citizens and civil society as a whole in the governance of the country. Through free and rational public dialogue, citizens' preferences are made more reflective and developed into the basis of public policy, thus contributing to the realization of the modernization process of national governance.
