中国官邸制探究

【摘要】：“官邸制”自党的十八届三中全会提出以来,掀起国内各界学者对其讨论研究的热潮。官邸制是国际上通用的,各国政府为高级别干部提供办公及居住的福利制度,其具有重大现实性意义,本文对此进行了综合性的剖析。首先,用历史与逻辑有机统一的原则阐释官邸及官邸制的概念,并指出官邸制是一个具有规范性、明确性、公开性、约束性、法制性特点,且是复杂的、系统的制度体系。而中国官邸制所蕴涵的基本意义,在一定程度上推进了干部住房的隐性福利显性化、制度化,并在重新树立政府形象方面具有巨大作用。其次,从中国古代官邸制和美英法国家的官邸制这两方面对官邸制的实行策略进行研究,并总结经验启示。最后,本文通过分析中国官邸制的政策、技术和成本三方面的制约因素,提出中国官邸制实行的适用范围、官邸来源、官邸管理等具体建议。由于中国官邸制的复杂性,还涉及到官员财产公开制度、权力清单制度、卸任补偿制度等相关配套制度建立,这些相关配套制度的建立要与中国官邸制协同推进。
[Abstract]:Since the third Plenary session of the 18th CPC Central Committee put forward the "official residence system", it has aroused the upsurge of scholars from all walks of life in China. The official residence system is generally used in the world. The governments of various countries provide the welfare system of office and residence for the high-level cadres, which is of great realistic significance. This paper makes a comprehensive analysis of this system. First of all, the concept of official residence and official residence system is explained with the principle of the organic unity of history and logic, and it is pointed out that the official residence system is a system with the characteristics of standardization, clarity, openness, binding and legality, and is a complex and systematic system. The basic meaning of official residence system in China, to some extent, promotes the implicit welfare of cadres' housing, institutionalizes, and plays a great role in re-establishing the image of the government. Secondly, from the ancient Chinese official residence system and the official residence system of the United States, Britain and France these two aspects of the implementation of the official residence system strategy was studied, and summed up the experience and inspiration. Finally, by analyzing the policy, technology and cost of the official residence system in China, this paper puts forward some specific suggestions such as the scope of application, the source of the official residence system and the management of the official residence system. Due to the complexity of the official residence system in China, it also involves the establishment of the official property disclosure system, the power list system, the outgoing compensation system and other related supporting systems, which should be promoted in coordination with the Chinese official residence system.
