国家治理现代化背景下参政党协商能力建设

【摘要】：协商能力是参政党建设的重要内容。协商是否有效直接关系到共识能否形成,进而影响参政党促进决策民主化和科学化目标的实现。因此,在国家治理现代化背景下,有效协商是参政党协商能力建设的方向与重心。当前参政党的有效协商能力仍然薄弱,未来应该从协商输入能力、协商代表能力和协商交流能力三个角度提升参政党协商能力。
[Abstract]:The ability of consultation is an important part of the construction of participating political parties. Whether the consultation is effective or not is directly related to the formation of consensus, and then affects the realization of the goal of democratization and scientization of decision-making by participating political parties. Therefore, under the background of the modernization of national governance, effective consultation is the direction and the focus of the consultation capacity building of the participating political parties. At present, the effective negotiation ability of the participating political parties is still weak. In the future, we should enhance the consultation ability of the participating political parties from the three aspects of negotiation input ability, negotiation representative ability and negotiation and exchange ability.
