石家庄市大气污染治理中的公众参与问题研究

【摘要】：改革开放以来,我国经济飞速发展,环境问题突出,其中大气污染带来的破坏难以修复,影响人们健康的同时也造成了国家经济的损失。面对日益突出的环境问题,各级政府积极采取各种措施治理包括大气污染在内的各种污染,但单一的政府行政管理模式存在局限性,治理效果不明显。与此同时,公民社会进一步发展,公众参与环境治理的意愿增强,但没有完善的平台和有效的保障机制,参与环境治理过程困难重重。多中心治理理论的提出,多元主体治理结构在学术界被深入广泛研究,公众参与逐渐成为解决大气污染的最佳方式。近年来,河北省石家庄市多次登上全国空气污染排行榜榜首,空气质量恶化,大气污染严重。雾霾天的出现,严重影响了石家庄市民的正常生活和身体健康,政府在治理大气污染问题上面临着严峻考验。石家庄市政府已采取了最严防控措施治理城市的大气污染,但只是政府单方面的努力,治理效果甚微,因此大气污染需要引导和推动公众的参与。公众应树立城市“主人翁”意识,发挥主观能动性,积极配合政府工作,共担当、齐努力,万众一心共治大气污染。本文以多中心治理理论为视角探讨研究石家庄市大气污染治理中的公众参与问题,通过问卷法和访谈法相结合对石家庄市公众参与大气污染治理的现状进行研究和分析,提出公众参与治理中存在的问题,系统分析问题产生原因,并从公民自身、政府、非政府环保组织、企业等多角度多方面提出完善公众参与大气污染治理的对策建议,即:从公民角度,应树立环保意识,提高公众的“主人翁”责任意识,提升大气治理能力,积极参与治理活动;政府方面,向多元主体“治理”模式改进,建立大气污染治理有效的信息共享渠道,完善相关法律法规的建设;非政府环保组织应明确自身功能定位,加强自身专业化和规范化建设,协助相关部门进行知识宣讲和教育工作,转变宣传方式;企业和第三方也要负起社会责任,认识到大气污染问题的重要性,积极参与治理。上述结论完善了环境治理理论,也为全民投入大气污染治理提供了可资借鉴的依据。
[Abstract]:Since the reform and opening up, the economy of our country has developed rapidly, and the environmental problems are outstanding. The damage caused by air pollution is difficult to repair, which affects the health of people and causes the loss of national economy at the same time. In the face of increasingly prominent environmental problems, governments at all levels take various measures to control pollution, including air pollution, but the single mode of government administration is limited and the effect is not obvious. At the same time, with the further development of civil society, the willingness of the public to participate in environmental governance is strengthened, but there is no perfect platform and effective protection mechanism, so it is difficult to participate in the process of environmental governance. With the development of the theory of polycentric governance, the multi-subject governance structure has been deeply and extensively studied in academic circles, and public participation has gradually become the best way to solve air pollution. In recent years, Shijiazhuang City of Hebei Province has topped the list of air pollution many times. The appearance of haze day has seriously affected the normal life and health of Shijiazhuang citizens, and the government is facing a severe test in the treatment of air pollution. Shijiazhuang municipal government has taken the strictest measures to control the city's air pollution, but only the government's unilateral efforts have little effect, so the air pollution needs to guide and promote public participation. The public should set up the sense of "master" of the city, give play to the subjective initiative, actively cooperate with the government, take on the responsibility together, and make concerted efforts to control air pollution with one heart and one mind. In this paper, the public participation in air pollution control in Shijiazhuang City is studied from the perspective of multi-center governance theory, and the present situation of public participation in air pollution control in Shijiazhuang City is studied and analyzed through the combination of questionnaire method and interview method. This paper puts forward the problems existing in public participation in governance, systematically analyzes the causes of the problems, and puts forward the countermeasures and suggestions to improve the public participation in air pollution control from many aspects, such as citizens themselves, government, non-governmental environmental protection organizations, enterprises, and so on. That is, from the citizen's point of view, we should establish the awareness of environmental protection, enhance the public's sense of "master" responsibility, enhance the ability of atmospheric governance, and actively participate in governance activities. Establish effective information sharing channels for air pollution control and improve the construction of relevant laws and regulations; Non-government environmental protection organizations should clearly define their own functional orientation, strengthen their own professional and standardized construction, To assist relevant departments in knowledge dissemination and education, and to change publicity methods; enterprises and third parties should also assume social responsibility, recognize the importance of air pollution, and actively participate in the management of air pollution. These conclusions improve the theory of environmental control and provide a reference basis for the whole people to invest in the treatment of air pollution.
