苏州工业园区斜塘街道治理问题研究

【摘要】：中国经济社会发展迅速,城镇化进程持续不断的推进,城市规模不断扩大、城市人口不断增加,处于城市周边的乡镇也由此处于越来越重要的地位,它们承接着城市向外疏解的产业、人口、资源。这些造就了这些乡镇越来越重要的地理位置、越来越清晰的城市功能。因此,这些乡镇基层政府也必然会做出相应的调整来顺应城市化进程的重大变革。撤镇变街道已成为行政区划改革的必然。本文以斜塘街道——苏州工业园区的下辖街道之一,作为考察个案,通过对该街道在社会治理中出现问题的研究,概括、提炼和总结其成功经验做法及不足之处,分析存在的问题及原因,从中探索如何更好推进城市化的方法和策略,为苏州工业园区全面实现城市化起到一定的参考作用。
[Abstract]:China's rapid economic and social development, the continuous advancement of the urbanization process, the constant expansion of urban scale and the continuous increase of urban population, the towns and villages around the city are also playing an increasingly important role. They carry on the industry, population, and resources of the city outward. These make these towns more and more important geographical location, more and more clear urban function. Therefore, these township grass-roots government will make corresponding adjustment to adapt to the major changes in the process of urbanization. The withdrawal of towns into streets has become the inevitable reform of administrative divisions. In this paper, one of the streets under the jurisdiction of Suzhou Industrial Park is taken as a case study. Through the study of the problems in the social governance of the street, the author summarizes, abstracts and summarizes its successful experiences, practices and shortcomings. This paper analyzes the existing problems and causes, and explores the methods and strategies of how to promote urbanization better, which will play a certain reference role in the overall realization of urbanization in Suzhou Industrial Park.
