蚌埠市城市社会化养老服务中的政府作用研究

【摘要】：人口老龄化的发展、家庭养老功能的不断弱化,加上我国还未建设健全的社会化养老服务体系,使得我国的养老服务发展面临了巨大的挑战。蚌埠市作为一个我国经济发展欠发达的中小城市,城市社会养老的压力更大,在研究社会化养老服务体系建设中也有着更加典型的意义。基于此,本文以蚌埠市城市社会化养老服务为研究对象,通过问卷调查,实地走访等形式了解蚌埠市城市社会化养老服务的供需现状,依据蚌埠市城市社会化养老建设中的问题以及政府作用发挥现状,探讨社会化养老服务建设中政府作用发挥不到位的原因和制约因素,并尝试提出政府如何在社会化养老服务建设中充分发挥作用。本文主要有六章:第一章分析了人口老龄化下的国家环境、家庭养老功能弱化下的社会背景以及社会化养老服务中政府作用发挥欠缺的现状,论述了人口老龄化背景下,社会化养老服务是弥补家庭养老不足的必要手段,需要政府发挥自身的主导作用促进社会化养老服务的发展,这也是蚌埠市城市社会化养老服务中的政府作用研究的理论意义和现实意义的出发点。第二章阐述了社会化养老服务的相关概念,包括社会化养老服务的内容,社会化养老服务的供给主体、需求主体,以及政府在社会化养老服务中的作用等。同时,给出了社会化养老服务中政府作用研究的理论基础,包括新公共管理理论,新公共服务理论以及多元福利主义。第三章着重探讨了蚌埠市城市社会化养老服务的供给现状和需求现状,分析探究了蚌埠市城市社会化养老服务在供需、结构等方面存在的问题。而第四章则是从政府角度出发,通过对国家层面,省级层面以及市政府层面相关养老政策的分析,明确了政府在城市社会化养老服务过程中发挥了什么样的作用,提供了什么样的支持,以及在哪些方面政府作用的发挥还存在欠缺。第五章在总结分析前两章的基础上,发现蚌埠市城市社会化养老服务中政府对养老问题重视程度不足,养老服务定位不明确,自身角色认识不清、公信力缺失等是导致政府作用发挥不到位的重要原因。市场机制的不完善和公民参与机制不健全等也是制约政府作用发挥的重要因素。最后一章,则是通过对前文的论述分析,从完善社会化养老服务中政府作用发挥的角度出发,针对性地从政府、市场、公民参与三个方面提出政府在城市社会化养老服务发展中发挥作用的可行性对策。
[Abstract]:With the development of aging population, the weakening of family pension function and the unsound socialized old-age service system in China, the development of old-age service in China is facing a great challenge. Bengbu, as a small and medium-sized city with underdeveloped economy, has a more typical significance in studying the construction of socialized pension service system. Based on this, this paper takes the urban socialized old-age care service in Bengbu as the research object, through questionnaire survey, field visit and other forms to understand the current situation of urban socialized old-age care service supply and demand in Bengbu. According to the problems in the construction of urban socialized old-age care in Bengbu and the present situation of the government's role, the paper discusses the reasons and restrictive factors of the government's failure to play its role in the construction of socialized old-age service. And try to put forward the government how to play a full role in the construction of socialized old-age service. There are six chapters in this paper: the first chapter analyzes the national environment under the aging of the population, the social background under the weakening of the family pension function and the current situation of the government's lack of the role in the socialized old-age care service, and discusses the background of the aging of the population. The socialized old-age service is the necessary means to make up for the shortage of the family pension. It needs the government to play its leading role to promote the development of the socialized old-age service. This is also the theoretical and practical significance of the study on the role of government in urban social pension service in Bengbu. The second chapter expounds the related concepts of the socialized old-age service, including the content of the socialized old-age service, the main body of the supply of the socialized old-age service, the main body of demand, and the function of the government in the socialized old-age service. At the same time, the theoretical basis of the research on the role of government in the socialized old-age service is given, including the new public management theory, the new public service theory and the pluralistic welfare doctrine. The third chapter focuses on the supply and demand of urban socialized old-age service in Bengbu, and analyzes the problems in supply and demand and structure of urban socialized old-age service in Bengbu. The fourth chapter is from the point of view of the government, through the national level, provincial level and municipal level related pension policy analysis, the government in the process of socialized pension service in the city what kind of role has been played, What kind of support has been provided and where the role of the government is still lacking. On the basis of summarizing and analyzing the first two chapters, the fifth chapter finds that the government does not pay enough attention to the pension problem, the orientation of the old-age service is not clear, and the understanding of its own role is not clear in Bengbu city. The lack of credibility is an important reason why the government's role is not in place. The imperfect market mechanism and the imperfect mechanism of citizen participation are also the important factors restricting the government to play its role. In the last chapter, through the above discussion and analysis, from the point of view of improving the role of the government in the socialized old-age care service, we will focus on the government and the market. Three aspects of citizen participation put forward the feasible countermeasures for the government to play a role in the development of urban socialized old-age service.
