上海市城乡居家养老服务研究

【摘要】：面对老龄化、高龄化的严峻挑战,作为全国最早进入老龄化社会的上海市采取了很多办法来解决各类养老问题。社区居家养老既能保持家庭养老的传统和优点,又能弥补家庭养老的不足,得到了广大老年群体及其家人的肯定。上海市从2000年试点实施居家养老服务至今,经过了十几年的发展,已经形成了一定的规模和效果,解决了老人及其家属的许多养老问题,成为家庭养老的重要支撑。但在居家养老服务的发展过程中,矛盾和问题伴随成绩和荣誉逐渐显现,制约了上海市居家养老服务的进一步发展,这些问题包括政策调整衔接存在弊端、居家养老服务资金投入不足、服务队伍不稳定,从业人员缺乏专业培训、居家养老服务评估机制还不完善、居家养老城乡差异较大等等,尤其是城市和农村两种不同地区的居家养老服务问题还存在深层次的差异性。本文从上海市城乡居家养老服务的角度进行对比,以上海市静安区(城市)和奉贤区(农村)为研究对象,结合上海市居家养老服务现状,从城市代表静安区居家养老服务的现状、农村代表奉贤区居家养老服务的现状入手,深入分析上海市城乡居家养老服务的实际运作情况和问题,并设计了上海市居家养老服务调查问卷,在两个区进行了相应的抽样问卷调查和聊天座谈。针对调查发现的问题,从上海市的整体层面进行问题分析,并制定出科学合理的措施和对策,同时,阐述了上海市城乡之间居家养老服务发展问题的差异点,并从政府、社会以及家庭三个维度相结合进行综合考虑,提出了城乡之间不同的发展侧重点,有利于居家养老服务的科学可持续发展。本文的创新之处在于针对上海市城乡不同区域的居家养老服务情况进行调查分析,找出两者间存在问题的差异性,并根据城乡间的不同问题总结了上海市城乡居家养老服务发展的不同侧重点,在条件相似的城市和农村具有一定的复制效应,为其他地区的居家养老服务发展提供决策参考。
[Abstract]:In the face of the severe challenge of aging and aging, Shanghai, as the earliest aging society in China, has taken many measures to solve all kinds of pension problems. Community family pension can not only maintain the tradition and advantages of family pension, but also make up for the shortage of family pension, which has been affirmed by the majority of elderly groups and their families. After more than ten years' development, Shanghai has formed a certain scale and effect from the pilot implementation of the home pension service in 2000, which has solved many problems of the elderly and their families and become an important support for the family pension. However, in the process of the development of home pension service, contradictions and problems gradually appear along with the achievements and honours, which restrict the further development of home pension service in Shanghai. These problems include the malpractice of policy adjustment and convergence. Inadequate investment in home pension services, unstable service teams, lack of professional training for practitioners, imperfect evaluation mechanisms for home pension services, large differences between urban and rural areas, and so on. Especially, there are deep differences between urban and rural areas. From the perspective of urban and rural old-age care services in Shanghai, this paper takes Jing'an District (city) and Fengxian District (rural area) as research objects, combined with the current situation of home pension service in Shanghai. Starting from the current situation of the home pension service in Jingan District, the present situation of the home pension service in Fengxian District, and the analysis of the actual operation and problems of the home pension service in the urban and rural areas of Shanghai, this paper analyzes the current situation of the old-age care service in the urban and rural areas of Shanghai. The questionnaire of home pension service in Shanghai was designed, and the sampling questionnaire and chat were carried out in two districts. In view of the problems found in the investigation, the problems are analyzed from the overall level of Shanghai, and scientific and reasonable measures and countermeasures are worked out. At the same time, the differences in the development of home pension services between urban and rural areas in Shanghai are expounded, and the differences between the government and the government are also discussed. Combining the three dimensions of society and family, this paper puts forward the different development emphases between urban and rural areas, which is conducive to the scientific and sustainable development of home care for the aged. The innovation of this paper is to investigate and analyze the situation of home pension service in different areas of Shanghai, and find out the difference between them. According to the different problems between urban and rural areas, this paper summarizes the different emphases of urban and rural old-age service development in Shanghai, and has a certain replicating effect in the similar cities and rural areas, which provides a decision-making reference for the development of home old-age care services in other areas.
