当代中国农村基层协商民主研究

【摘要】：作为社会主义民主的两种重要实现形式之一,协商民主是中国民主政治现代化发展的重要方向和必然要求,具有重要的政治价值和现实意义。转型期的中国农村社会新问题、新矛盾凸显,农村基层协商民主具有巨大的发展潜力,对推进当代中国农村基层民主发展、对提高农村基层治理水平、对建设社会主义新农村具有重大指导意义。协商民主理论源于西方,但是中国立足当前国情,在合理借鉴西方协商民主的合理内核的基础上,充分发挥中华传统文化的价值作用,不断探索创新,逐步发展形成了中国式协商民主。建国以来,当代中国农村基层协商民主经历了三个发展阶段,即1949-1977年的酝酿阶段、1978-1998年的萌芽阶段和1998年至今的发展阶段。改革开放以来,伴随着农村基层自治的改革和发展,农村基层协商取得了不斐的成绩。制度方面,有利于农村基层协商民主的法律不断完善;实践方面,协商实践活动和形式不断创新发展,成功个例越来越多。农村基层协商民主的发展对当代中国农村的改革和发展产生了深远的影响,有利于农村公共政策的执行;有利于提高农民群众的政治素质和参与能力;有利于建立农村基层反腐倡廉机制;有利于缓解新农村建设过程中的利益冲突问题。我国农村基层协商民主仍处于一个不断发展的探索阶段,取得了比较显著的成就,也存在着一些突出的、普遍的问题和矛盾。农民群众和基层干部的素质问题、当前中国的政策环境问题、农村的社会结构问题、农村社会的政治文化问题和农村基层协商民主的制度机制问题制约了当前农村基层协商民主的进一步发展。解决这些问题,必须全面提高农民和农村基层干部素质;营造农村基层协商民主良性发展的政策环境;积极探索创新新形势下的协商民主平台和渠道;大力培育开放包容的政治文化;加强农村基层协商民主的制度化和程序化建设。
[Abstract]:As one of the two important forms of socialist democracy, consultative democracy is an important direction and inevitable requirement for the modernization of democratic politics in China, which has important political value and practical significance. The new problems and contradictions in China's rural society during the transition period are highlighted. The rural grass-roots consultative democracy has great potential for development, which will promote the development of rural grass-roots democracy in contemporary China and improve the level of rural grass-roots governance. It is of great significance to the construction of new socialist countryside. The theory of deliberative democracy originates from the West, but China is based on the current situation, on the basis of the rational reference to the rational core of western deliberative democracy, to give full play to the value role of Chinese traditional culture, and to constantly explore and innovate. The gradual development formed the Chinese-style consultative democracy. Since the founding of the people's Republic of China, the contemporary rural consultative democracy in rural areas has undergone three stages of development, namely, the brewing stage from 1949 to 1977, the embryonic stage from 1978 to 1998, and the development stage from 1998 to present. Since the reform and opening up, along with the reform and development of rural grassroots autonomy, rural grassroots consultation has made great achievements. In the aspect of system, the law that is favorable to the rural grass-roots consultative democracy is constantly perfected, and in practice, the practice and form of consultation are innovating and developing constantly, and there are more and more successful examples. The development of rural grass-roots consultative democracy has a profound impact on the reform and development of rural areas in contemporary China, which is conducive to the implementation of rural public policies, to the improvement of the political quality and participation ability of the peasants. It is helpful to establish the mechanism of combating corruption and advocating honesty in rural areas, and to alleviate the conflict of interest in the process of new rural construction. China's rural grass-roots consultative democracy is still in a developing stage of exploration, and has made remarkable achievements, and there are also some outstanding, universal problems and contradictions. The quality of the peasant masses and grassroots cadres, the current policy environment in China, and the social structure in rural areas, The political and cultural problems in rural society and the institutional mechanism of rural grass-roots consultative democracy restrict the further development of rural grass-roots consultative democracy. To solve these problems, we must comprehensively improve the quality of peasants and rural grassroots cadres, build a policy environment for the benign development of rural grass-roots consultative democracy, actively explore and innovate the platform and channels of consultative democracy under the new situation; We should vigorously foster an open and inclusive political culture and strengthen the institutionalization and procedural construction of rural grassroots consultative democracy.
