王哥庄街道新型农村社区服务中心建设研究

【摘要】：社区服务中心建设是城乡一体化建设的核心内容,它的提升和发展受制于多种因素,并非只依靠某方面能力的完善就能实现。十八大提出创新社会管理的目标,明确指出要强化基层公共服务职能,提升基层公共服务能力因此,如何提高新农村建设过程中,社区服务中心的公共服务能力,对加快基层公共服务能力建设提出符合公平与效率的政策建议,正是本文的出发点和归宿点。搞好新型农村社区服务中心建设,是我国推进经济社会全面发展的重要战略。通过新型社区的建设和发展,基本宗旨在于改变农民生产和生活方式,提高农民生活质量,加快缩小城乡差距,让农民享受到跟城里人一样的公共服务。新型农村社区的功能定位是管理服务,包括经济功能、政治功能、文化功能、社会建设功能。公共服务能力是公共服务主体为生产和提供优质的公共服务产品以满足公共服务客体的公共服务需求而具备的技能、技术和技巧。公共服务能力的强弱决定了公共服务主体在整个公共生活过程当中是否能够真正承担并办理好新型农村社区服务中心所应该具有的公共服务事项。本文综合运用了科学发展观、公共服务理论等有关思想,以青岛市崂山区这种最具农村区域特征的地区——王哥庄街道为样本进行剖析。王哥庄街道以青岛市政府以及崂山区政府提升公共服务能力的做法为依据,结合街道的实际情况,社区服务中心建设已经初具规模,公共服务能力也逐步渗透到各个社区服务中心,每个社区服务中心配备的服务大厅极大地提高了周边居民办事效率,让政府服务内容逐步贴近居民,居民就医、购物、娱乐等价便捷,群众精神文化生活更加丰富,志愿服务更加广泛,职工权力保护更加权威,干群关系越来越密切。在不断完善过程中,成功之处不能否认,现存问题和不足之处也不容忽视。王哥庄街道所辖的具有农村性质的社区服务中心提供公共服务的现状虽然可观,但公共服务能力提升仍有一定的局限性和阻碍因素,如后续资金不足,管理存在缺陷,运行机制不健全以及居民参与度不高等问题,因此,应该借鉴先进国家和地的等社区管理服务经验,不断拓展王哥庄的社区服务中心公共服务能力提升的路径和思路,正确衡量居民理想中的公共服务标准,通过科学规划公共服务载体、建立多元化资金投入和融资机制、加强公共服务所需的技术培训、完善管理制度、增加居民参与度、完善相关法律法规等措施,才能使公共服务能力逐步得以提升。
[Abstract]:The construction of community service center is the core content of urban-rural integration construction. Its promotion and development are restricted by many factors and can not be realized only by the perfection of a certain ability. The 18th National Congress of the Communist Party of China put forward the goal of innovating social management, and clearly pointed out that it is necessary to strengthen the public service functions at the grass-roots level and to enhance the public service capacity of the grass-roots public service centers. Therefore, how to improve the public service capacity of the community service centers in the process of building new rural areas, It is the starting point and destination of this paper to put forward some policy suggestions which accord with fairness and efficiency to speed up the construction of public service capacity at the grass-roots level. The construction of new rural community service center is an important strategy to promote the overall development of economy and society. Through the construction and development of the new community, the basic aim is to change the farmers' production and life style, improve the peasants' quality of life, speed up the narrowing of the gap between urban and rural areas, and let the peasants enjoy the same public services as the urban residents. The function orientation of the new rural community is management service, including economic function, political function, cultural function and social construction function. Public service capacity is the skill, technology and skill of public service subject to produce and provide high quality public service product to meet the public service demand of public service object. The strength of public service capacity determines whether the public service subject can really undertake and handle the public service items that the new rural community service center should have in the whole process of public life. This article synthetically uses the scientific development view, the public service theory and so on related thought, taking the Qingdao Laoshan District, which has the most rural area characteristic area, the Wanggozhuang street as the sample to carry on the analysis. The Wanggozhuang street is based on the practice of the Qingdao municipal government and the Laoshan district government to enhance the public service capacity. Combined with the actual situation of the street, the construction of the community service center has begun to take shape. The ability of public services has also gradually penetrated into various community service centers. The service halls provided by each community service center have greatly improved the efficiency of the work of the surrounding residents, making the contents of government services gradually close to the residents, residents seeking medical treatment and shopping. Entertainment is equivalent and convenient, mass spiritual and cultural life is more abundant, voluntary service is more extensive, workers' power protection is more authoritative, and the relationship between cadres and masses is more and more close. In the process of continuous improvement, success can not be denied, existing problems and deficiencies should not be ignored. Although the status quo of public service provided by the rural community service center under Wanggozhuang street is considerable, there are still some limitations and obstacles to the improvement of public service capacity, such as insufficient follow-up funds and defective management. The operation mechanism is not perfect and the residents' participation is not high. Therefore, we should learn from the experiences of advanced countries and places in community management and service, and constantly expand the path and train of thought of improving the public service capacity of the community service center in Wanggozhuang. We should correctly measure the public service standards in the residents' ideal, scientifically plan public service carriers, establish diversified capital investment and financing mechanisms, strengthen the technical training needed for public services, improve the management system, and increase residents' participation. Improve relevant laws and regulations and other measures, in order to gradually improve the capacity of public services.
