上海市罗店镇“镇管社区”管理研究

【摘要】：近几年,在上海市郊区众多大型居住社区建设相继铺开,这种集商住、保障、经济房为一体的保障房基地,一般位于城市边缘,普遍存在基础设施差、人口流动性大、管理疏散、治安混乱、环境严重污染等一系列问题,跟一般的城市社区和农村相比,冲突和矛盾更为突出,管理模式较为特殊,由此衍生出“镇管社区”模式。上海市罗店镇“镇管社区”模式就是其中之一。本文从五个方面探讨了上海市宝山区罗店镇“镇管社区”模式。第一部分,对本文的研究背景和研究意义进行了阐述,并对现有的“镇管社区”文献进行了综述,形成对于“镇管社区”发展方向的初步观点,对地方政府进一步提升社区管理能力具有理论和实践双重意义。第二部分,对“镇管社区”概念进行了界定并对相关的理论基础进行了介绍。同时,这一部分还阐明了本文所研究的上海市罗店镇“镇管社区”有其特殊性,由于罗店镇所“管”的“社区”是一个导入人口12.5万的大型保障房基地,这样一个大型居住社区与其他“镇管社区”在导入人口、公建配套等都有明显不同。第三部分,对上海市罗店镇“镇管社区”存在的机制运行不畅、公共服务短缺、队伍配备不足等问题和权责不明、人员复杂、财力不足等方面的原因进行了分析。第四部分,通过对美国、新加坡、日本等国家较为成熟的社区管理理念进行阐述,并对国内其他地区类似的社区管理模式进行对比,获得关于完善上海市罗店镇“镇管社区”的启示。第五部分,形成关于完善上海市罗店镇“镇管社区”对策的独立观点。“镇管社区”的最终目的是突破城乡隔离,让城乡居民共享经济社会发展成果。本文通过研究、总结上海市罗店镇“镇管社区”模式的实践经验,有利于帮助政府更新治理理念,在加强和创新社会治理中少走弯路,从而更加有效地解决社会问题,维护社会秩序,化解各种利益矛盾和纠纷,全面增进社会和谐。
[Abstract]:In recent years, many large-scale residential communities have been built in the suburbs of Shanghai. Indemnificatory apartment's base, which integrates commercial, residential, security, and economic housing, is generally located on the edge of the city, with poor infrastructure and high population mobility. A series of problems, such as management evacuation, chaos of public order, serious environmental pollution and so on, are more prominent in conflict and contradiction than in general urban and rural areas, and the management mode is more special, which gives rise to the mode of "managing community in town". Shanghai Luodian Town "town management community" model is one of them. This paper probes into the model of "Zhen Guan community" in Luodian Town, Baoshan District, Shanghai. In the first part, the research background and significance of this paper are expounded, and the existing literature on "town management community" is summarized, forming a preliminary view on the development direction of "town management community". It is of both theoretical and practical significance for local governments to further enhance their community management ability. In the second part, the concept of "town management community" is defined and the relevant theoretical basis is introduced. At the same time, this part also illustrates the particularity of the "town management community" in Luodian Town, Shanghai, which is a large indemnificatory apartment base with a population of 125000. Such a large residential community and other "town management community" in the introduction of population, public construction and so on are obviously different. In the third part, the author analyzes the existing mechanism of "town management community" in Luodian Town, Shanghai City, such as unsmooth operation, shortage of public service, insufficient troop allocation, unclear power and responsibility, complex personnel, insufficient financial resources, and so on. The fourth part, through the United States, Singapore, Japan and other countries more mature concept of community management, and other areas of similar community management model to compare, Get about perfect Shanghai Luodian town "town manages community" enlightenment. The fifth part, forms the independent viewpoint about consummates the Shanghai Luodian Town "the town manages the community" the countermeasure. The ultimate goal of "managing the community in towns" is to break through the isolation of urban and rural areas and let urban and rural residents share the fruits of economic and social development. Through the research, this paper summarizes the practical experience of the "town management community" model in Luodian Town, Shanghai, which is helpful to help the government to renew the concept of governance, to avoid detours in strengthening and innovating social governance, and thus to solve the social problems more effectively. Maintain social order, resolve various conflicts of interest and disputes, and comprehensively promote social harmony.
