我国智慧社区建设中的信息安全管理研究

【摘要】：智慧城市现已成为世界城市建设的一大趋势,我国进入智慧城市建设已经有一段时间。智慧社区作为智慧城市建设的重要一环,各市也在加紧试点与推广建设。个别领跑城市已经建成集信息化、高效化、便捷化于一体的智慧社区,在享受高新技术带来的便利的同时,信息安全也面临挑战。智慧家居、智慧安防、智慧医疗这些便捷服务的背后,需要强大的技术体系、管理制度与法律制度的支撑。目前如何解决好信息安全管理问题,是智慧社区建设的关键之一。本文针对我国智慧社区信息安全管理问题进行分析研究,并尝试提出强化信息安全管理的应对之策。本文在第一章绪论部分介绍了研究智慧社区信息安全管理的背景,指出了智慧社区信息安全管理研究的目的与意义,梳理了国内外文献关于智慧社区的发展,信息安全管理、技术、立法等领域的研究情况。第二章理论部分界定了相关概念,分析智慧社区与信息安全管理的重要性,并且阐述了多中心治理理论及它在本文的应用。本文第三章简介我国智慧社区建设总体概况,结合智慧社区信息安全管理现状提出存在问题。第四章结合多中心治理理论分析我国智慧社区信息安全管理问题产生的原因。第五章结合存在的问题的原因提出强化我国智慧社区建设中信息安全管理的对策,主要包括优化政府主导下的智慧社区信息安全管理大环境建设,全面提升市场主体在智慧社区信息安全管理中的责任担当,提高社会公众的在参与程度与政府、社会公众、市场多主体共同协作治理四大方面综合强化信息安全管理。
[Abstract]:Intelligent city has become a major trend of urban construction in the world, and our country has entered the construction of intelligent city for a period of time. As an important part of the construction of intelligent city, the cities are also stepping up the pilot and promotion construction. Individual leading cities have built intelligent communities with information, high efficiency and convenience. While enjoying the convenience brought by high and new technology, information security is also faced with challenges. Behind these convenient services, such as smart home, intelligent security and intelligent medical treatment, strong technical system, management system and legal system are needed. At present, how to solve the problem of information security management is one of the keys to the construction of intelligent community. This paper analyzes and studies the problem of information security management in intelligent community of our country, and tries to put forward some countermeasures to strengthen the management of information security. The first chapter introduces the background of the research on the information security management in the intelligent community, points out the purpose and significance of the research on the information security management in the intelligent community, and combs the domestic and foreign literature on the development of the intelligent community and the management of information security. Technical, legislative, and other areas of research. The second chapter defines the related concepts, analyzes the importance of intelligent community and information security management, and expounds the theory of multi-center governance and its application in this paper. The third chapter introduces the general situation of the construction of intelligent community in China, and puts forward the existing problems in combination with the present situation of information security management in the intelligent community. The fourth chapter analyzes the reasons of the information security management problem in the intelligent community of our country combined with the theory of polycentric governance. The fifth chapter puts forward the countermeasures to strengthen the information security management in the construction of the intelligent community, including the optimization of the information security management environment under the guidance of the government. To enhance the responsibility of the market subject in the information security management of the intelligent community, and to enhance the participation of the public in the government, the social public and the multi-agent of the market, and to strengthen the information security management in four aspects: the government, the social public and the multi-agent of the market.
