论人民代表大会制度的特色与优势——与西方代议制的比较

【摘要】：与西方代议制度相比,人民代表大会制度的特色和优势主要表现在四个方面:一是以人民民主为基本价值取向。人民民主不同于西方的自由民主,它是人民代表大会制度的灵魂所在。二是中国共产党的领导是发展完善人民代表大会制度、实现人民民主的根本保障力量。三是民主集中制是发展完善人民代表大会制度的根本制度安排。四是以协商民主为基础、协商民主与竞争民主相结合的运行机制是人民代表大会制度的具体实现机制。这四个方面的特点也是中国人民代表大会制度建设和发展的根本经验,是中国人民对人类政治文明的重要贡献。
[Abstract]:Compared with the western representative system, the characteristics and advantages of the people's Congress system are mainly manifested in four aspects: first, the people's democracy as the basic value orientation. People's democracy is different from western liberal democracy, it is the soul of the people's Congress system. Second, the leadership of the Communist Party of China is the fundamental guarantee for the development and improvement of the people's Congress system and the realization of people's democracy. Third, democratic centralism is the fundamental institutional arrangement for the development and improvement of the people's Congress system. Fourth, on the basis of deliberative democracy, the operating mechanism of the combination of deliberative democracy and competitive democracy is the concrete realization mechanism of the people's Congress system. The characteristics of these four aspects are also the fundamental experience in the construction and development of the system of the Chinese people's Congress and the important contribution of the Chinese people to the political civilization of mankind.
