社会主义民主政治条件下的微博问政研究

【摘要】：社会主义民主政治是人类迄今为止最高形式的民主政治,是指社会主义国家的人民在国家政治生活中当家作主,享有管理国家和社会事务权力的政治制度。微博问政是指广大公民通过网络工具——微博,表达对公共事务的意见,进行参政议政、监督建议政府更加合理开展公共活动的行为。微博问政是社会主义民主政治在信息化时代的创新形式,发展社会主义民主政治是微博问政的本质归宿。微博作为一种民主工具,是有深厚理论渊源的。马克思、恩格斯的人民主权理论,毛泽东的人民监督政府理论,邓小平的民主集中制理论,习近平的群众路线理论等马克思主义民主观,就是微博问政发展的理论支撑。改革开放以来,社会主义民主政治建设取得了丰硕的成果,同时也存在诸多不足,在此背景下,微博问政应运而生,成为民主的新平台、新途径、新阵地,在江西宜黄事件、公安部微博打拐、青岛种树风波等代表性事件中,表达了民主声音,影响了政府行为,推动了事件的解决,发挥了重要作用。总结微博问政对社会主义民主政治建设的促进作用,一是有助于公民制度化政治参与,提高决策质量;二是有助于社会群体的价值认同与情感交流;三是有助于社会公众监督政府,促进依法行政;四是有助于弥补党政公共权威和公共信任的缺位。同时,它也存在一定的局限性,体现在回应性缺失、问政无序、制度不规范、法律不完善几方面。因此,为了更好地引导微博在社会主义民主政治建设中发挥作用,相关部门就需要从健全法律法规体系、提升信息处理能力、规范微博问政管理、提升公民问政能力等方面下功夫,以促进微博问政在社会主义民主政治建设中健康发展。
[Abstract]:Socialist democratic politics is the highest form of democratic politics of human beings up to now. It refers to the political system in which the people of socialist countries are the masters of national political life and enjoy the power to manage state and social affairs. Weibo asked for political affairs, which means that citizens express their opinions on public affairs, participate in government affairs, supervise and suggest the government to carry out public activities more reasonably. Weibo is the innovative form of socialist democratic politics in the information age, and the development of socialist democratic politics is the essential end-result of Weibo's political affairs. Weibo, as a democratic tool, has a deep theoretical origin. Marx, Engels' theory of people's sovereignty, Mao Zedong's theory of people's supervision and government, Deng Xiaoping's theory of democratic centralism, Xi Jinping's theory of mass line, and other Marxist democratic views are the theoretical support for the development of Weibo's political affairs. Since the reform and opening up, the construction of socialist democratic politics has achieved fruitful results, but at the same time there are also many shortcomings. Against this background, Weibo has emerged as the times require, becoming a new platform, new way, new position for democracy, and in the case of Yihuang in Jiangxi Province, In the representative events, such as Weibo, the Ministry of Public Security, and the disturbance of planting trees in Qingdao, the voice of democracy has been expressed, the behavior of the government has been affected, the resolution of the incident has been promoted, and the important role has been played. To sum up Weibo's role in promoting the construction of socialist democratic politics, one is to help citizens institutionalize political participation and improve the quality of decision-making, the other is to help the value identification and emotional exchange of social groups. The third is to help the public to supervise the government and to promote administration by law, and the fourth is to make up for the absence of public authority and public trust in the party and government. At the same time, it also has some limitations, such as the lack of responsiveness, disordered politics, non-standard system and imperfect law. Therefore, in order to better guide Weibo to play a role in the construction of socialist democratic politics, the relevant departments need to improve the system of laws and regulations, enhance the ability of handling information, and standardize the administration of Weibo. In order to promote Weibo's healthy development in socialist democratic politics construction, we should improve the ability of citizens to exercise political power.
