公民利益表达的发展理路——以公民利益表达和聚合机制为视角

【摘要】：在中国现有利益表达系统中,无论是制度化、准制度化还是非制度化渠道,都还存在表达信息"失真"、表达路径"失效"、表达成本"失常"、表达行为"失范"等缺陷,其权威性、有效性和独立性受到了极大损害。除了继续整合人大代表、政协委员、信访部门、政府督察室等渠道外,还可深挖法制化、法定化、信息化、私营化、制度化等渠道来实现公民个性化利益诉求的有效、有力、有度表达,这对全面推动和谐社会建设、完善公民利益表达机制、实现公民利益个性化表达具有重要的现实意义。
[Abstract]:In the present system of interest expression in China, there are still some defects, such as "distortion" of expression information, "invalidation" of expression path, "aberration" of expression cost and "abnormal behavior", whether through institutionalized, quasi-institutionalized or non-institutionalized channels. Its authority, effectiveness and independence have been greatly undermined. In addition to continuing to integrate channels such as NPC deputies, CPPCC members, petition departments, and government inspectors' offices, we can also dig deep into channels such as legalization, informatization, privatization, and institutionalization to realize the effectiveness and strength of citizens' individual interests. It is of great practical significance to promote the construction of harmonious society, perfect the mechanism of citizen's interest expression and realize the individualized expression of citizen's interest.
