深圳市龙岗区社区网格化管理问题研究

【摘要】：近年来,随着我国经济发展、社会与政府职能转型的加快,农村闲散劳动力进入城市,大量有明显时代烙印的“单位人”转变为新兴的“社区人”。过去在城市管理过程中未曾出现的新问题、新矛盾都集中到了社区,社区正逐渐演变成为各种利益关系、社会矛盾与事物的集聚点,这对于社区管理工作提出了严峻的考验。面对新形势,新问题,传统的社区管理模式已不能满足城市化迅猛发展下社区管理需求,迫切需要一种新的社区管理模式来应对挑战。文章在总结学者研究基础上,探讨了社区网格化管理的内涵以及管理要素,归纳社区网格化管理典型模式的成功之处,分析了龙岗区在社区网格化管理方面的主要做法,从政府、社区以及居民层面分析网格化管理取得的成效,并结合工作实践以及市场调研,进一步梳理了龙岗区社区网格化管理实践中存在的问题,具体体现在网格化管理认识不统一、网格化管理运行体系不完善、网格工作人员管理不规范、社区居民及组织参与程度低以及社区服务与居民需求不匹配五个方面,分析了造成上述问题的原因,最后提出了完善龙岗区社区网格化管理的对策建议,即明确政府在社区网格化中的职能定位、强化机制平台保障、强化社区网管员的培训与考核、努力提升公众参与度以及推行精细化管理服务。本文的创新点在于在实例研究中借助问卷调查的方式剖析了龙岗区社区网格化管理存在的问题并探究其原因,在此基础上探讨如何进一步完善社区网格化管理思路与方案,得出的研究具有一定的新颖性、实用性。文章的研究丰富了社会管理理论研究体系,拓展了网格化管理的应用领域,强化了该理论的微观应用；同时有利于龙岗区社区管理工作质量和效率的提升,有利于该区和谐社区的建设。此外,文章的研究过程与结论对于存在同样管理难题的其他省市社区网格化工作也具有一定的借鉴和参考价值。
[Abstract]:In recent years, with the economic development of our country and the acceleration of the transformation of social and government functions, the rural idle labor force has entered the city, and a large number of "unit people" with obvious brand of the times have been transformed into new "community people". In the past, new problems have not appeared in the process of urban management, new contradictions have been concentrated in the community, the community is gradually evolving into a variety of interests, social contradictions and things gathering point, which has put forward a severe test for community management. Facing the new situation and new problems, the traditional community management mode can not meet the needs of community management under the rapid development of urbanization, so a new community management model is urgently needed to meet the challenges. On the basis of summing up the research of scholars, this paper discusses the connotation and management elements of community grid management, sums up the success of typical model of community grid management, and analyzes the main methods of community grid management in Longgang District. From the government, community and residents level analysis of the results of grid management, and combined with work practices and market research, further combing the Longgang District community grid management practice problems, It is embodied in the following five aspects: the understanding of grid management is not uniform, the grid management operation system is not perfect, the grid staff management is not standardized, the participation of community residents and organizations is low, and the community service and residents' needs are not matched. This paper analyzes the causes of the above problems, and finally puts forward the countermeasures and suggestions to perfect the community grid management in Longgang District, that is, to make clear the function of the government in the community gridding, to strengthen the protection of the mechanism platform, and to strengthen the training and examination of the community network administrators. Efforts to increase public participation and the implementation of meticulous management services. The innovation of this paper lies in analyzing the existing problems of community grid management in Longgang District by means of questionnaire survey and exploring its reasons. On the basis of this, the author discusses how to further improve the thinking and scheme of community grid management. The obtained research has certain novelty and practicability. The research in this paper enriches the research system of social management theory, expands the application field of grid management, and strengthens the micro application of the theory. At the same time, it is beneficial to the improvement of quality and efficiency of community management in Longgang District and the construction of harmonious community in Longgang District. In addition, the research process and conclusions of the paper also have some reference value for other provinces and cities where there are similar problems in the management of community gridding.
