新中国成立初期北京市街道积极分子研究

【摘要】：新中国成立初期,为构建新政权的社会基础,弥补基层行政力量的不足,北京市成立了众多功能不一的街道群众组织,培养了大量积极分子。街道积极分子以群众身份参与各项街道工作,事实上是无薪给的干部,其思想动机各有不同。中共组织则针对这支队伍建立了包括选拔、教育、培养、考验等环节在内的一整套管理机制。街道积极分子在城市基层社会管理中发挥了重要作用,但也存在各种问题和局限,最终被纳入城市居民委员会之中。
[Abstract]:In the early days of new China, in order to construct the social foundation of the new regime and make up for the deficiency of the grass-roots administrative power, Beijing has set up numerous street mass organizations with different functions and trained a large number of activists. Street activists participate in various street work as masses, in fact, are unpaid cadres, their ideological motives are different. The Chinese Communist Party has set up a set of management mechanisms for the team, including selection, education, training, testing and so on. Street activists play an important role in urban grass-roots social management, but there are also various problems and limitations, which are eventually incorporated into the urban residents committee.
