锡林郭勒牧区社会治理现状及治理机制优化研究

【摘要】：当前,传统一元化的社会管理体制仍然在锡林郭勒牧区延用着,但是在新的社会发展阶段下其有着明显的不适应,而且也随着社会治理创新在不断地深化与发展。从过去的社会管理向当代的社会治理变革,是锡林郭勒牧区当前面临的新选择、新挑战。锡林郭勒牧区社会治理机制的优化,不仅可以促进锡林郭勒牧区的民族团结、巩固边疆稳定以及整个社会的和谐发展,还可以有效地推进社会治理的变革。社会治理机制优化,有利于形成多元化的参与主体、复合化的治理手段以及协作化的治理方式。本文以锡林郭勒牧区为研究对象,从社会治理创新的视角出发,在查阅相关文献与实地调研的基础上,对锡林郭勒牧区社会治理现状及治理机制优化进行研究,以加快推进锡林郭勒牧区社会治理体系和治理能力的现代化。总体来说,本文的研究主要包括三大部分内容：第一,锡林郭勒牧区社会治理现状及治理机制状况分析。通过对锡林郭勒牧区的实地调查及相关资料收集分析,指出锡林郭勒牧区社会治理的现状及治理机制存在的不足,分析其社会治理现状及治理机制不足的成因。第二,锡林郭勒牧区社会治理机制优化的必要性及内容分析。结合理论与实践的综合分析,提出锡林郭勒牧区社会治理机制优化的必要性,并详细阐述锡林郭勒牧区社会治理机制优化的应有内容。第三,锡林郭勒牧区社会治理机制优化的路径分析。依据多中心治理理论,对政府、企业、社会组织及牧民不同的社会治理主体提出锡林郭勒牧区社会治理机制优化的路径。
[Abstract]:At present, the traditional unitary social management system is still used in Xilingol pastoral area, but under the new stage of social development, it is obviously unsuitable, and it is also deepening and developing with the innovation of social governance. The transformation from social management to contemporary social governance is a new choice and challenge for Xilingol pastoral area. The optimization of social governance mechanism in Xilingol pastoral area can not only promote the national unity of Xilingol pastoral area, consolidate the stability of border areas and the harmonious development of the whole society, but also effectively promote the transformation of social governance. The optimization of social governance mechanism is conducive to the formation of diversified participants, complex governance means and cooperative governance methods. This paper takes Xilingol pastoral area as the research object, from the perspective of social governance innovation, on the basis of consulting relevant literature and on the basis of on-the-spot investigation, studies the present situation of social governance and the optimization of governance mechanism in Xilingol pastoral area. In order to speed up the modernization of social governance system and governance capacity in Xilingol pastoral area. Generally speaking, this paper mainly includes three parts: first, analysis of the current situation of social governance and governance mechanism in Xilingol pastoral area. Through on-the-spot investigation and relevant data collection and analysis of Xilingol pastoral area, this paper points out the present situation of social governance and the deficiency of governance mechanism in Xilingol pastoral area, and analyzes the present situation of social governance and the causes of the deficiency of governance mechanism in Xilingol pastoral area. Second, the necessity and content analysis of the optimization of social governance mechanism in Xilingol pastoral area. Combined with the comprehensive analysis of theory and practice, this paper puts forward the necessity of optimizing the social governance mechanism of Xilingol pastoral area, and expounds in detail the contents of the optimization of the social governance mechanism of Xilingol pastoral area. Third, the path analysis of the optimization of social governance mechanism in Xilingol pastoral area. According to the theory of multi-center governance, this paper puts forward the way to optimize the social governance mechanism of Xilingol pastoral area to the different social governance subjects of government, enterprise, social organization and herdsman.
