【摘要】：全面深化改革的总目标是完善和发展中国特色社会主义制度,实现国家治理体系和治理能力的现代化。实现这一目标,必须不断加强制度建设。在此过程中,增强制度自觉,充分认识制度建设的重要性,既不漠视制度,也不盲目崇拜制度;坚持制度建设的正确方向,既防止改旗易帜,又避免走回头路;一切从中国实际出发,加强理论创新和顶层设计,既不激进,也不保守;全面深化改革,把制度建设贯穿于改革始终,既不懈怠,也不折腾;深化党的建设制度改革,既要注重制度建设,又要加强思想组织作风建设;增强制度的刚性约束,既要治标,也要治本;大胆吸收和借鉴国外制度文明建设的经验,既不盲目排斥,也不全盘照搬。
[Abstract]:The overall goal of comprehensive reform is to perfect and develop the socialist system with Chinese characteristics, and to realize the modernization of the national governance system and the governance ability. In order to achieve this goal, it is necessary to strengthen the system construction. In this process, we should strengthen the system's consciousness and fully understand the importance of the system construction, not only to ignore the system, but also to do not blindly worship the system; to adhere to the right direction of the system construction, not only to prevent the change of the flag, but also to avoid the return road; all from China, To strengthen the theoretical innovation and the top-level design, neither the radical nor the conservative will be strengthened; the reform of the system should be carried out in a comprehensive way, and the reform of the Party's construction system should be strengthened, both of which should focus on the construction of the system and to strengthen the construction of the ideological and organizational style; To strengthen the rigid restriction of the system, both the standard and the management should be treated, and the experience of the civilized construction of the foreign system should be absorbed and used in a bold way, neither blind nor comprehensive.
