社区公共服务传递的双重碎片化与协同治理:温州案例

【摘要】：温州社区公共服务传递碎片化形成于政府职能部门的服务下沉及服务购买过程中,既表现为部门业务在社区的分割,也表现为社区合同制治理受治理结构与社区服务生产方的资质、专业工作者素质及评估能力的约束。因此,温州通过政府权力下放、社区服务中心及社区社会组织孵化基地建设进行了机构、人员、业务及信息的重组与集成,但社区居委会与社区服务中心及孵化基地的权力关系需要在治理结构中明确定位,社区工作者专业能力需要进一步提高。
[Abstract]:The fragmentation of Wenzhou community public service delivery is formed in the process of service subsidence and service purchase of government functional departments, which is not only manifested in the division of department business in the community, but also in the fact that the governance structure and the qualification of community service producers, the quality of professional workers and the evaluation ability are bound by the governance structure and the qualification of community service producers. Therefore, through the decentralization of government power, the construction of community service center and community social organization incubation base in Wenzhou has carried out the reorganization and integration of institutions, personnel, business and information, but the power relationship between community neighborhood committee and community service center and incubation base needs to be clearly positioned in the governance structure, and the professional ability of community workers needs to be further improved.
