政府推进城市社区教育的路径研究

【摘要】:社区教育是响应终身教育思潮,构建学习型社会进程中日渐重要的新型基层教育形式。随着社区教育的实践发展,以政府主导的治理模式日渐暴露出诸多体制、机制问题,市场需求的激增和多元利益主体的出现,迫切要求打破单一政府的纵向管理模式,建立政府与社会组织、企业、公民等多元主体间制度化的合作管理新格局。目前中国的社区教育还处于实践探索阶段,地区间发展不平衡、社区教育服务能力不足、发展相对滞缓等问题较为突出,政府仍然需要发挥主导推进的作用,变“划桨”为“掌舵”。然而政府在基层社区教育具体的实践管理中仍然暴露出一些问题,难以有效的协调多元主体参与和教育资源整合,从而影响社区教育的社会参与度和能动效应。因此对社区教育发展模式进行探析,明晰政府职能角色并对其所现困境进行深入剖析,找到政府推进社区教育发展的有效路径,构建社区教育的多中心治理显得尤为紧迫。本文共分为四部分,首先从社区教育概念、模式和对理论的阐述入手,通过对社区教育治理在理论层面上的深入剖析,明确政府职能角色和多元治理的视角。其次,对社区教育发展阶段及其成果进行概述,重点是针对政府在推进社区教育中出现的有关治理结构单一、体制机制不健全、法制建设与配套政策的“滞后”,资源支撑不足等问题及其成因进行分析。再次,依据社区发展中政府参与的特点将国外典型国家的社区教育模式划分为政府主导型、自治型和混合型,通过比较分析,总结出国外模式对政府推进社区教育发展要明确社区教育的法制立场、拓宽公共经费的投入渠道和动员多元力量凝合参与的三点启示。最后,从构建多中心治理结构、完善政府管理体制和机制、优化政策法规保障体系,加强资源建设等四个方面提出解决政府推进社区教育发展困境的路径策略。
[Abstract]:Community education is a new form of basic education in the process of learning society in response to the thought of life-long education. With the development of community education, the government-led governance model has exposed many institutions, mechanism problems, the proliferation of market demand and the emergence of the multi-interest main body, and it is urgent to break the vertical management mode of the single government, and set up the government and social organizations and enterprises. The new pattern of cooperation and management of the multi-body, such as the citizen, has been institutionalized. At present, the community education in China is still in the stage of practical exploration, the unbalanced development of the region, the insufficient capacity of the community education service, the relatively slow development and the like. The government still needs to play a leading role, and the change "paddle" is the "hand-held rudder". However, the government still has some problems in the concrete practice management of the grass-roots community education, and it is difficult to coordinate the participation of the multi-body and the integration of the education resources effectively, thus affecting the social participation and the active effect of the community education. Therefore, it is very urgent to analyze the development pattern of community education, to clarify the role of government functions and to make an in-depth analysis of the plight of the community, to find the effective way of the government to promote the development of community education, and to construct the multi-center governance of community education. This paper is divided into four parts: firstly, starting from the concept of community education, the mode and the description of the theory, through the in-depth analysis of the community education governance at the theoretical level, it is clear from the perspective of the role of the government function and the multi-governance. Secondly, this paper gives an overview of the development of community education and its results, and focuses on the problems and the causes of the government's problems such as the unity of the governance structure, the unsound institutional mechanism, the "lag" of the legal system and the supporting policies, the insufficient resources support and so on. Thirdly, according to the characteristics of the government's participation in the development of the community, the community education model of the typical country in the foreign countries is divided into the government-oriented, the self-government and the mixed type, and through the comparative analysis, the foreign model is summarized, and the legal position of the community education for the government to promote the development of the community education is summarized. To broaden the investment channel of public funds and to mobilize the three-point enlightenment of the participation of the multi-element power. Finally, from the four aspects, such as the establishment of the multi-center governance structure, the improvement of the government management system and the mechanism, the optimization of the policy and regulation system, and the strengthening of the resource construction, the paper puts forward the path strategy to solve the problem of the government's development of the community education.
