加拿大叙利亚难民再安置与融入研究

自2011年叙利亚内战爆发以来,超过400万叙利亚难民逃往国外,形成了自二战以来规模最大的难民潮。因此,叙利亚难民问题成为世界各国关注与讨论的焦点之一。加拿大作为全球难民接收大国之一,在不同的历史时期接收了大量来自不同国家和地区的移民和难民。此次叙利亚难民是加拿大二战后接收的最大数量的难民。本文旨在通过研究叙利亚难民潮爆发后,加拿大政府在接收、安置和融入叙利亚难民方面所做的工作,来分析加拿大在此次安置中所体现的独特性,并讨论了产生这些独特性背后的原因。首先,加拿大在接收叙利亚难民的态度和选择接收的时机上具有独特性。加拿大接纳叙利亚难民之际,其他国家正在考虑采取拒绝叙利亚难民的措施。加拿大选择接收的主要原因有三点:叙利亚3岁男童伏尸土耳其海滩的照片是导火索;叙利亚难民问题为2015年加拿大联邦大选的竞选议题和加拿大对移民和难民所持的一贯的安置立场。其次,加拿大在对叙利亚难民的选择和安全审查上也体现出独特性。在难民的选择上,加拿大接收的叙利亚难民全部都是在联合国难民营登记在案的自愿寻求庇护的家庭和弱势群体,且不接收独身前往加拿大的叙利亚男性难民。因此,加拿大接收的叙利亚难民已在海外进行了基...
