论代议制民主的自有优势——一种超脱二元对立格局的审视

【摘要】：民主制度可分为直接民主与间接民主两种形式,综观各国政治民主实践不难发现,代议制的设立在一定程度上确是因施行直接民主存在困难而作出的无奈选择,但梵蒂冈等具有直接民主沃土的政治领域却仍然葆有代议制政体,其原因在于,除却相对于直接民主的优势而言,间接民主仍具有通过概括授权规避"多数人暴政"现象的发生、基于人才分层筛查改善决策群体"集体平庸"弊端、保障评议事项信息私密不受侵犯等自有优势。
[Abstract]:Democracy can be divided into two forms: direct democracy and indirect democracy. It is not difficult to find that the establishment of representative system is, to a certain extent, a helpless choice because of the difficulties in implementing direct democracy. But political fields such as the Vatican, which have fertile ground for direct democracy, still retain representative regimes because, apart from their advantages over direct democracy, Indirect democracy still has its own advantages, such as avoiding the phenomenon of "majority tyranny" through generalizing authorization, improving the "collective mediocrity" of decision-making groups on the basis of stratified screening of talents, and ensuring the privacy and inviolability of deliberative information.
