老龄化社会下的韩国农村治理及其启示

【摘要】：中国农村人口的大量外流对于农村治理产生了重大冲击,如何构建适应性的农村治理模式是现实的挑战。文章以老龄化的韩国农村社会为研究对象,以实地调查的三个韩国村庄为基础,回答了在老龄化程度突出的韩国乡村社会如何达成有效治理的问题。研究从农村治理中绕不开的农民与政府关系、农民与市场关系和农民社会内在关系三个层面着手,全面分析了韩国农村治理中的行政治理主体、市场治理关系和社会治理组织的功能状态。研究认为,韩国农村治理体系与老龄化的人口结构之所以相匹配,与韩国农村社会的自主性强、组织性强和协同性强密切相关。这启示中国农村治理的转变应与一定的人口结构、经济条件等相匹配,并着力开发农村社会转变中的有利因素;要在充分尊重农民自主性的同时,培育农民的联结性;应该处理好治权与事权的关系,锻造治理的协同性。
[Abstract]:The massive outflow of rural population in China has had a great impact on rural governance, and how to build an adaptive rural governance model is a real challenge. Taking the aging Korean rural society as the research object and the three Korean villages investigated in the field, the paper answers the question of how to achieve effective governance in the Korean rural society with outstanding aging degree. From the three aspects of the relationship between farmers and government, the relationship between farmers and market, and the inherent relationship between farmers and society, the paper comprehensively analyzes the main body of administrative governance in rural governance of Korea. The relationship between market governance and the functional state of social governance organizations. The study shows that the matching of the rural governance system and the aging population structure is closely related to the strong autonomy, organization and synergy of the Korean rural society. It is suggested that the transformation of rural governance in China should be matched with certain population structure and economic conditions, and the favorable factors in the transformation of rural society should be developed, while the farmers' autonomy should be fully respected and their connectedness should be cultivated. We should deal well with the relationship between power and power and forge the synergy of governance.
