新西兰选制改革与当代联合政府

【摘要】：选举制度对政府形态以及政府的政治过程具有重要影响。在FPP选制下,新西兰的政府形态是由工党和国家党轮流执政的"一党多数政府";新西兰的选举制度改革选择了MMP选制后,新西兰政府形态转变为多党联合政府。当代新西兰联合政府是更具包容性、协商性、共享性和共识性的国家政治。新西兰是唯一成功地学习了英美多数民主,又成功地发展了共识民主的国家,它的民主政治不仅为我们理解西方民主多样性提供了很好的案例,而且对于重新认识当今我国的民主政治,特别是政治协商民主有着很好的借鉴意义。
[Abstract]:The electoral system has an important influence on the form of government and the political process of government. Under the FPP election system, the New Zealand government form is the "one party majority government" which is controlled by the Labor Party and the National Party in turn, and the New Zealand election system reform has chosen the MMP election system, the New Zealand government pattern has changed into the multi-party coalition government. The contemporary New Zealand coalition is a more inclusive, negotiated, shared and consensual state politics. New Zealand is the only country that has successfully learned from the majority democracy in the United States and has successfully developed consensus democracy, and its democratic politics not only provides a good example for us to understand the diversity of democracy in the West, Moreover, it has a good reference significance to reunderstand the democracy of our country, especially the democracy of political consultation.
