日本长期照护保险制度改革及启示

【摘要】：日本是世界上人口老龄化最严重的国家之一,老年人的生活保障与照护问题一直备受重视。始于2003年的长期照护保险制度改革是日本为应对老龄化程度不断加深构建综合性可持续照护保障体系的一次重要探索和尝试。本文对日本长期照护保险制度改革过程进行了较为系统的评析,重点探讨了日本长期照护保险制度改革的特点、成效与不足,在此基础上,提出了日本长期照护保险制度改革对完善我国残疾人养老服务的启示。
[Abstract]:Japan is one of the most aging countries in the world. The reform of long-term care insurance system, which began in 2003, is an important exploration and attempt for Japan to build a comprehensive sustainable care security system to cope with the aging degree. This paper makes a systematic analysis of the reform process of the long-term care insurance system in Japan, focusing on the characteristics, results and shortcomings of the reform of the long-term care insurance system in Japan. On the basis of this, the paper makes a systematic analysis of the reform process of the long-term care insurance system in Japan. This paper puts forward the enlightenment of the reform of long-term care insurance system in Japan to the perfection of the pension service for the disabled in China.
