日本的儿童福利政策及其对我国的启示

【摘要】：日本国家与社会在不断发展与变革的过程中,逐步建立了较为完善的儿童福利保障体系,并凭借其独有的特色成就了"日本型儿童福利",具体表现为:健全的儿童福利法制体系、多元均衡的儿童福利供给模式和完善的儿童福利支援事业等基本儿童福利政策。反观我国的儿童福利制度,无论是在其法制,还是在福利供给模式方面,都还没有形成系统化和规范化的制度体系。"日本型儿童福利"体系的发展已经日趋完善,其儿童福利服务理念、儿童福利法制体系改革、各项儿童福利支援计划和儿童福利供给模式等方面对我国儿童福利制度体系的建设与完善都有着重要的参考价值。

By virtue of its unique characteristics, it has achieved "Japanese-type child welfare", which is embodied in the following basic child welfare policies, such as a sound legal system for child welfare, a pluralistic and balanced model of child welfare supply and a sound child welfare support service. On the other hand, China's child welfare system has not yet formed a systematic and standardized system, either in its legal system or in the mode of welfare supply. " The development of the Japanese child welfare system has become more and more perfect, and the concept of child welfare service, the reform of the legal system of child welfare, All kinds of child welfare support programs and child welfare supply modes have important reference value for the construction and improvement of our country's child welfare system.
