冷战后日本国家战略的演变及其面临的困境

【摘要】：冷战结束后,日本政治家对国家战略进行了相应调整。在理念上,实现了由"一国和平主义"向"积极和平主义"的嬗变;在体制机制上,逐步强化首相官邸的决策权,制定与修改相关法律法规,为推动国家战略转型做铺垫;在行动层面上,日本的防务空间逐步显现"本土区域—周边有事—俯瞰全球"的自本土向全球辐射的态势。安倍第二次上台执政后,承袭了既往的改革成果,集中在军事和经济领域践行协同并进的大国化战略,并在推动国家战略转型方面取得了一系列实质性突破。从冷战后日本国家战略调整来看,日本依然面临着自主性与依附性的纠结、全球化与本土化的冲突及开放性与封闭性的悖论等困境。
[Abstract]:After the end of the cold war, Japanese statesmen adjusted their national strategy accordingly. In concept, they realized the change from "one country pacifism" to "positive pacifism"; in the system mechanism, the decision-making power of the prime minister's official residence was gradually strengthened, the relevant laws and regulations were formulated and revised to promote the transition of the national strategy; in the action level, Japan The defense space gradually showed the trend of "local area - the surrounding area - the global view - overlooking the world". Andouble came into power for the second time, inherited the achievements of the previous reform, concentrated on the great power strategy in the field of military and economic practice, and made a series of essence in promoting the transition of national strategy. Through the adjustment of Japan's national strategy after the cold war, Japan still faces difficulties such as the entanglement of autonomy and attachment, the conflict between globalization and localization, and the paradox of openness and closeness.
