巴西外交官选拔制度及对我国的启示

【摘要】：巴西外交官每人都掌握政治、经济、法律、历史、地理等多学科知识,并至少通晓英语、法语和西班牙语等3门外语,能代表国家从事政治、经济、贸易、文化、教育、科技、法律等多个领域的工作,可以派驻任何国家或国际机构,是巴西国家行政体系中的一个杰出群体。巴西外交官的选拔考试考察科目多、要求高、难度大、竞争激烈,是保证巴西外交官群体卓越能力的根本机制所在。对比我国的外交官选拔,我们可以在选拔渠道、选拔的目标人群、对外交官的知识结构和外语能力要求等方面获得有益启示。
[Abstract]:Each Brazilian diplomat has a multidisciplinary knowledge of politics, economics, law, history, geography, and at least three foreign languages, English, French and Spanish, capable of representing the country in politics, economics, trade, culture, education, science and technology. Law and other areas of work, can be posted to any national or international agency, is an outstanding group in the Brazilian national administration. The selection examination of Brazilian diplomats has many subjects, high requirements, great difficulties and fierce competition, which is the fundamental mechanism to ensure the outstanding ability of the Brazilian diplomatic community. Compared with the selection of diplomats in our country, we can get some useful enlightenment in the selection channels, the target population, the knowledge structure of diplomats and the requirements of foreign language ability.
