全美步枪协会对美国政府枪支管控决策的影响研究

　　2017年10月1日,拉斯维加斯枪击案成为美国历史上伤亡最为惨重的枪击案。2018年上半年,平均每周就会发生一起校园枪击案,许多学生因此而丧生。枪支暴力俨然成为美国社会的一大痼疾。半个多世纪以来,反对枪支管控的利益集团一直影响美国政府机构关于枪支管控的决策,导致枪支管控问题陷入困顿状态。迄今为止,美国枪支管制并未取得实质性进展,有时甚至是倒退。枪支管制受到的最大阻碍便是美国最大的单一问题利益集团——全美步枪协会。本文首先阐述了全美步枪协会的发展演变及其政治目标,具体分析了该协会对美国立法、行政及司法机构决策的主要施压方式。而后,文章采用众多案例来分析全美步枪协会如何影响美国政府机构决策。例如,1968年枪支管控法案、2018年美国国会中期选举、2016年美国总统大选、2017年最高法院法官提名以及著名的“哥伦比亚特区诉海勒”案件。通过这些案例,本文深入剖析了全美步枪协会是如何影响国会关于联邦枪支法律制定的决策、白宫对枪支管控的决策以及联邦最高法院对持枪权案件的判决,从而论证了全美步枪协会在近年来逐步加深了其对美国政府机构关于枪支管控决策的影响。当今美国社会枪支暴力越来越严重,全美步枪协...
