科学发展观指导下地方政府信任危机出路研究

【摘要】：随着新公共管理运动的推广和实践,人们更加关心公共服务的质量、效率和效果,政府的信任问题也越来越得到重视。政府信任是政府合法性的重要来源,是市场经济健康发展的可靠保障,也是整个社会信任体系的基石,有着重要的作用。自改革开放以来,我国经济发展取得了举世瞩目的成就,综合国力不断增强,人民生活水平不断提高,总体上进入了小康社会,政府显示出了为民服务、为民谋利的良好形象。但某些地方政府和官员为了一地之利、一己之利做出了许多违背政府诚信、侵害人民利益的行为,从而影响了地方政府在民众心中的整体信任水平。尤其是进入新的世纪以来,由于社会转型及政府本身的原因,一些地方政府面临的信任危机日益突出,一个突出表现是各种形式的针对地方政府的群体性事件不断发生。地方政府信任缺失是多方面的原因造成的,深刻分析政府信任缺失的根源与应对路径,对于构建和谐社会具有重要意义。因此本文主要以科学发展观作为指导思想,通过用群体性事件的典型代表对地方政府面临的信任危机进行案例现状分析,在科学发展观的指导下来探析产生信任危机的与理论论证与原因,并借鉴国内外的经验教训,着力于研究地方政府与公民的信任关系及其互动构建,希望为地方政府发展与和谐社会建设提供助力。论文首先从选题缘由、意义及方法,研究的现状及述评,研究思路及基本框架三个部分提出问题,引出本文的核心问题,即地方政府信任危机。其次在现实研究层面界定了信任及政府信任相关的概念内涵,针对地方政府面临的信任危机类型和具体表现进行了现状分析,并通过群体性事件及其典型代表案例甘肃陇南“11.17”群体事件进行了过程—事件分析。再次,在理论研究层面,在分析了科学发展观的内涵及其哲学依据基础上,就地方政府与科学发展观的关系作了重要论述,并从委托—代理理论、吉登斯的信任理论、政治寻租理论三个方面对政府信任危机理论进行了分析研究,以科学发展观的为指导探讨分析了地方政府出现信任危机的在人本管理、全面发展、协调发展、可持续发展和统筹兼顾方面的原因。最后,论文通过总结国内外地方政府应对公共危机事件的经验教训,提出了科学发展观对地方政府构建服务型政府、廉洁型政府、法治型政府的三个要求和人本理念、服务理念、责任理念、效率理念、法治理念的五大理念转变,以及制度层面、决策层面、执行层面及监督层面四个层面进行危机应对的具体路径。党的十六大把政府职能概括为经济调节、市场监管、社会管理和公共服务四个方面的内容。面对当前的地方政府信任危机,我们必须努力打造服务型政府、民主型政府、法治型政府、责任型政府和阳光型政府,把每个环节都处理好,逐渐地提升地方政府公信力,努力塑造良好的政府形象。
[Abstract]:With the promotion and practice of the new public management movement, people are more concerned about the quality, efficiency and effectiveness of public services, and the issue of government trust has been paid more and more attention. Government trust is an important source of government legitimacy. It is the reliable guarantee of the healthy development of the market economy, and the cornerstone of the whole social trust system, which plays an important role. Since the reform and opening up, China's economic development has made remarkable achievements. The comprehensive national strength continues to strengthen, the people's living standard improves unceasingly, has entered the well-off society on the whole, the government has displayed the good image of serving the people and seeking the interests of the people, but some local governments and officials are for the benefit of one place. The self-interest has made a lot of actions that violate the integrity of the government and infringe on the interests of the people, thus affecting the overall trust level of the local government in the hearts of the public, especially since the beginning of the new century. As a result of the social transformation and the government itself, some local governments are facing a crisis of trust increasingly prominent. A prominent manifestation is the continuous occurrence of various forms of mass incidents against local governments. The lack of trust of local governments is caused by many reasons. This paper deeply analyzes the root causes of the lack of government trust and the ways to deal with it. Therefore, this paper mainly takes the scientific development view as the guiding ideology, through using the typical representative of group events to analyze the current situation of the trust crisis faced by the local government. Under the guidance of the scientific concept of development to explore the crisis of trust and theoretical arguments and reasons and draw lessons from domestic and foreign experience and focus on the study of the trust relationship between local governments and citizens and its interactive construction. Hope for the development of local governments and the construction of a harmonious society to provide assistance. Firstly, the paper puts forward the questions from the reasons, significance and methods of the topic, the status quo and review of the research, the research ideas and the basic framework, leading to the core issues of this paper. That is, the trust crisis of local government. Secondly, it defines the concept connotation of trust and government trust at the level of reality research, and analyzes the type and concrete performance of trust crisis faced by local government. And through group events and their typical case of Longnan Gansu "11.17" group events process-event analysis. Thirdly, in the theoretical research level. Based on the analysis of the connotation and philosophical basis of the scientific development concept, the relationship between the local government and the scientific development view is discussed, and the principal-agent theory and Giddens' trust theory are discussed. The theory of government trust crisis is analyzed in three aspects of political rent-seeking theory. Under the guidance of scientific concept of development, this paper analyzes the humanistic management, overall development and coordinated development of local government trust crisis. Finally, the paper summarizes the experience and lessons of local governments at home and abroad in response to public crisis, and puts forward the scientific concept of development to build service-oriented government for local governments. Clean government, the rule of law of the three requirements and the concept of people-oriented, service, responsibility, efficiency, the concept of the five major concepts of the transformation of the rule of law, as well as the institutional level, decision-making level. Implementation level and supervision level four levels to carry on the concrete path of crisis response. The 16th National Congress of the Communist Party of China summed up the functions of government as four aspects: economic regulation, market supervision, social management and public service. In the face of the current local government trust crisis, we must strive to build a service-oriented government. The democratic government, the rule of law government, the responsible government and the sunshine government handle each link well, gradually enhance the credibility of the local government, and strive to create a good image of the government.
