【摘要】：民族区域自治制度是中国解决民族问题的制度设计与安排。中国的民族区域自治制度及其实践极具中国特色，它是有中国特色社会主义制度体系的重要组成部分，在中国的政治实践与现实发展中发挥了重大的作用，必须在改革开放和实现中华民族伟大复兴的进程中坚持和完善。新时期，党中央提出的以人为本、全面、协调、可持续的科学发展观，为丰富和发展民族区域自治制度提供了新思路。科学发展观是“坚持以人为本，树立全面、协调、可持续的发展观，其旨在促进经济社会和人的全面发展”，按照“统筹城乡发展、统筹区域发展、统筹经济社会发展、统筹人与自然和谐发展、统筹国内发展和对外开放”的要求推进各项事业改革和发展的一种方法论，也是中国共产党的重大战略思想。十八大把科学发展观同马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想一道确立为党的行动指南写入党章。科学发展观对统领我国经济社会全面和谐发展的深远影响与指导价值，为进一步丰富和发展民族区域自治理论提供了新的方向。深入贯彻落实科学发展观，，紧紧围绕各民族共同团结奋斗、共同繁荣发展的民族工作主题，着眼于研究我国民族区域自治的重大理论和实践问题，全面坚持并不断完善中国特色社会主义民族理论政策体系，为顺利完成促进民族团结、实现共同进步这一民族工作根本任务提供坚实的理论支撑和政策保障。本文在梳理民族区域自治制度理论渊源的基础上，对民族区域自治理论在我国的实践发展历程做了简要的总结和回顾，特别是重点从三个方面阐释了科学发展观视野下民族区域自治理论三大方面的充实与完善，即一是胡锦涛的科学发展观为完善民族区域自治制度提供了理论上的新依据，二是胡锦涛的科学发展观对民族区域自治提出了工作上的新要求，三是胡锦涛的科学发展观对民族区域自治理论赋予了界定上的新内涵。文章最后，对科学发展观丰富和发展民族区域自治理论取得的宝贵经验进行凝练，以期对完善民族区域自治制度的理论创新和具体实践的有效途径提供参考和借鉴。
[Abstract]:The system of ethnic regional autonomy is the institutional design and arrangement of solving ethnic problems in China. The system and practice of regional national autonomy in China have very Chinese characteristics, and it is an important part of the socialist system with Chinese characteristics. It has played an important role in China's political practice and realistic development, and must be upheld and perfected in the process of reform and opening up and the great rejuvenation of the Chinese nation. The concept of sustainable scientific development provides a new way to enrich and develop the system of regional national autonomy. The concept of scientific development is to "adhere to the people-oriented, establish a comprehensive, coordinated and sustainable development concept, its purpose is to promote the overall economic, social and human development", according to "overall urban and rural development, overall regional development, overall economic and social development," To coordinate the harmonious development of man and nature, to coordinate domestic development and to open to the outside world "is a methodology for promoting the reform and development of various undertakings, which is also a major strategic thought of the Communist Party of China. 18, the scientific concept of development is closely related to Marxism-Leninism. Mao Zedong's thought, Deng Xiaoping's theory and the important thought of "three represents" have been established together as the party's guide to action, and the scientific development view has far-reaching influence and guiding value on guiding the comprehensive and harmonious development of our country's economy and society. It provides a new direction for further enriching and developing the theory of regional national autonomy. It also provides a new direction for the further implementation of the scientific concept of development and closely revolves around the national work theme of common unity and common prosperity and development of all ethnic groups. With a view to studying the major theoretical and practical problems of regional national autonomy in China, we have fully adhered to and continuously improved the policy system of socialist national theory with Chinese characteristics, in order to promote national unity in order to achieve a smooth completion. Achieving common progress, the fundamental task of ethnic work, provides solid theoretical support and policy support. On the basis of combing the origin of the theory of regional national autonomy, this paper makes a brief summary and review of the practice and development of the theory of regional national autonomy in China. In particular, the paper focuses on explaining the enrichment and perfection of the theory of regional national autonomy from the perspective of the scientific development view from three aspects, that is, Hu Jintao's scientific development view provides a new theoretical basis for the perfection of the system of regional national autonomy. The second is that Hu Jintao's scientific development concept puts forward new requirements for the work of national regional autonomy, and the third is the new connotation of the definition of ethnic regional autonomy theory from the view of scientific development of Hu Jintao. This paper condenses the valuable experience of enriching and developing the theory of ethnic regional autonomy in the view of scientific development, in order to provide reference and reference for the theoretical innovation and practical effective ways of perfecting the system of regional national autonomy.
