【摘要】：在综合国力的构成中,文化不仅是作为一个独立的重要因素而发挥作用,而且还渗透、融合在综合国力的其他因素中而发挥作用。这一现实变迁对各国执政党的执政理念、执政方略、执政方式等提出了严峻的挑战,促使执政党将文化的因素渗透、融合在执政领域。而这渗透、融合过程并不是一蹴而就的,需要执政文化建设理论体系的指导,才能取到良好效果。据此,通过采用文献、历史和比较研究方法对中国共产党执政文化建设作初步探讨。首先归纳了学者们关于中国共产党执政文化建设的相关论述。其次,概述了中国共产党执政文化建设的基本理论。再次,从党的先进性、执政合法性和党的执政能力建设以及党面对外来的压力这四个角度论述了加强中国共产党执政文化建设的必要性。第四,从执政文化建设的理论基础、执政思维以及执政文化内容这三个方面介绍了我国执政文化建设取得的成就,并从执政文化建设的主体素质、执政文化建设的理论和内容、执政文化建设的途径和载体、执政文化建设的激励和监督机制这四个方面阐述了执政文化建设存在的问题及成因。第五,从两个方面探讨加强中国共产党执政文化建设的对策。一方面指出中国共产党执政文化建设要遵循社会主义原则、历史主义原则、唯物主义原则和科学理性原则。另一方面,给出了加强中国共产党执政文化建设的措施,即加强对执政文化建设主体的武装,提高执政文化建设能力；加强执政文化建设内容的创新,坚持与时俱进；丰富中国共产党执政文化建设的途径和载体；完善执政文化建设的激励机制和党内监督机制；优化执政文化建设的环境。最后,总结了文章的研究设想并指出了研究不足之处。
[Abstract]:In the composition of comprehensive national strength, culture not only plays a role as an independent and important factor, but also infiltrates and melts into other factors of comprehensive national strength. The strategy and manner of governing put forward severe challenges, which urge the ruling party to infiltrate the cultural factors into the governing field. However, the process of integration is not accomplished overnight, so it needs the guidance of the theoretical system of the construction of the governing culture. According to the literature, history and comparative research methods, this paper makes a preliminary discussion on the construction of the ruling culture of the Communist Party of China. First, it summarizes the relevant expositions of scholars on the construction of the ruling culture of the Communist Party of China. Secondly, it discusses the construction of the ruling culture of the Communist Party of China. This paper summarizes the basic theory of the construction of the ruling culture of the Communist Party of China. Thirdly, from the perspective of the advanced nature of the Party, This paper discusses the necessity of strengthening the construction of the ruling culture of the Communist Party of China from the four angles of ruling legitimacy and the construction of the ruling ability of the Party, and the Party faces the external pressure. 4th, from the theoretical basis of the construction of the ruling culture, This paper introduces the achievements of the construction of the governing culture in China from the aspects of the ruling thinking and the content of the governing culture, and introduces the main quality of the construction of the governing culture, the theory and content of the construction of the governing culture, the ways and carriers of the construction of the governing culture. This paper expounds the problems and causes of the construction of governing culture from the four aspects of the incentive and supervision mechanism of the construction of governing culture. 5th, This paper probes into the countermeasures to strengthen the construction of the ruling culture of the Communist Party of China from two aspects. On the one hand, it points out that the construction of the ruling culture of the Communist Party of China should follow the principles of socialism, historicism, materialism and scientific rationality, on the other hand, The measures to strengthen the construction of the ruling culture of the Communist Party of China are put forward, that is, to strengthen the armed forces of the main body of the construction of the ruling culture, to improve the ability of the construction of the governing culture, to strengthen the innovation of the contents of the construction of the ruling culture, and to. Finally, it summarizes the research ideas of the article and points out the deficiencies of the research.
