【摘要】：中国共产党始终紧紧围绕提高执政能力建设不断发展与进步。2002年,中国共产党第十六届全国代表大会上第一次提出加强党的执政能力建设的重大课题。2006年,中国共产党十六届四中全会专题研究并通过了《中共中央关于加强党的执政能力建设的决定》。2012年,胡锦涛在中国共产党第十八届全国代表大会上提出要坚定对中国特色社会主义道路的自信、对中国特色社会主义理论的自信、对中国特色社会主义制度的自信即“三个自信”。2016年,习近平在《庆祝中国共产党成立95周年大会上的讲话》中指出,坚持中国特色社会主义文化自信是更基础、更广泛、更深远的自信,文化自信是全党全国各族人民深渊于骨髓的精神动力。至此正式形成“四个自信”。从“三个自信”到“四个自信”,体现了中国共产党在历史新时期面对新问题、新挑战的政治勇气,巩固执政能力建设的信心。文章以提高中国共产党执政能力建设为主题,紧扣理论与时政动态,以“四个自信”为研究路径,从“四个自信”及中国共产党执政能力建设的内涵入手,探究“四个自信”对中国共产党执政能力建设的时代要求、中国共产党执政能力建设的“四个自信”目标、中国共产党执政能力建设的“四个自信”任务,最后具体阐述中国共产党执政能力建设的“四个自信”的具体规定。全文主要由绪论加五章和结语构成。绪论:主要交待国内外研究现状,本研究的理论与实践意义,研究方法,研究重难点与创新点。第一章:“四个自信”与中国共产党执政能力建设的理论阐释。主要阐释中国特色社会主义道路自信、理论自信、制度自信、文化自信和执政能力、执政能力建设、中国共产党执政能力建设内涵,并阐述中国共产党执政能力建设的发展历程。第二章:“四个自信”对中国共产党执政能力建设的时代要求。主要从坚持以中国特色社会主义道路为党执政能力建设的必由之路、以中国特色社会主义理论体系为党执政能力建设的科学指导、以中国特色社会主义制度为党执政能力建设的根本保障、以中国特色社会主义文化为党执政能力建设的精神力量等方面阐述“四个自信”对中国共产党执政能力建设的时代要求,以把握二者的时代关系。第三章:中国共产党执政能力建设的“四个自信”目标。主要从成为立党为公、执政为民的执政党,成为科学、民主、依法执政的执政党,成为务实、创新、高效、廉洁的执政党三个方面,阐述以“四个自信”为指导的执政能力建设目标。第四章:中国共产党执政能力建设的“四个自信”任务。主要从提高驾驭社会主义市场经济的能力建设、提高发展社会主义民主政治的能力建设、提高建设社会主义先进文化的能力建设、提高构建社会主义和谐社会的能力建设、提高应对国际局势和处理国际事务的能力建设即中国共产党执政能力建设的“五大能力”角度,论述“四个自信”任务。第五章:中国共产党执政能力建设的“四个自信”规定。主要从中国特色社会主义道路自信、理论自信、制度自信、文化自信,全面阐述“四个自信”对中国共产党执政能力建设的理论发展与实践指导意义。结语:归纳出本文研究的结论。
