中国共产党执政的制度资源开发研究

【摘要】：政党执政资源的开发是政党夺取政权、巩固执政地位的重要基础。执政资源内容丰富，既有意识形态方面的资源，也有经济绩效资源和制度资源等内容，政党欲长期执政，必须强化执政资源的开发，这其中制度资源的开发是重要一环，制度资源的开发不仅能为政党的执政提供制度认同和支持，同时也能促使政党的其他执政资源更好地相互协调、整合。因此，政党执政的制度资源开发至关重要、不容忽视。党的十七届四中全会提出在新形势下加强和改进党的建设的“五位一体”总体布局，即思想建设、组织建设、作风建设、制度建设和反腐倡廉建设。其中，，制度建设贯穿始终，是党的建设的重要一环。中国共产党作为中国唯一的执政党，党执政的制度资源的开发对于其执政地位的巩固意义重大。党执政的制度资源的开发有助于增强民众的制度认同，有效整合不同执政资源，通过制度的有效性，使民众认识到党强大的执政能力。党的制度资源的开发不仅能从制度层面上支持党的执政地位，而且对于法治国家的建设同样意义重大。党执政的制度资源的开发要求充分发挥制度理性，以制度创新来不断提升党的执政效能，这符合现代法治国家对制度文明的基本要求，有助于法治国家的建设，而法治国家的发展，使得党的执政地位有了更多的法理支持，最终也将巩固党的执政地位。笔者在厘清制度资源的基本内涵的基础之上，综合分析了改革开放以来中国共产党执政的制度资源开发的理论和实践，总结了党的执政资源开发的经验和教训，在此基础上提出党执政的制度资源的开发可以从党内制度资源的开发、党执政的制度资源的开发以及党群关系制度资源开发的角度进行探索，与此同时，加强党的制度资源开发与意识形态资源、经济绩效资源和形象资源之间的相互协调。在论述党执政的制度资源开发过程中，笔者结合近些年基层治理实践，选取若干具有典型性的制度资源进行论述，分析了这些制度资源开发的重要意义和作用，其中特别指出浙江温岭民主恳谈制度的开发对于党执政的制度资源开发的重要意义，温岭民主恳谈制度的产生和发展不仅是基层协商民主的典型，更是党执政的制度资源开发的基层实践。通过结合党内制度建设与党外制度资源的开发、协调制度资源与其他执政资源之间的相互关系，制度资源开发的综合措施最终必将为党执政的制度资源的开发提供更为宽广的场域和空间，从而保障党的长期执政地位。
[Abstract]:The development of governing resources of the party is the party to seize power, an important basis for consolidating the ruling position. The ruling resources are rich in content, not only ideological resources, there are economic performance and institutional resources etc., to the long ruling party, must strengthen the ruling resources development, the development of system resources is an important part. The development of the resources of the system can not only provide system identification and support for the ruling political party, ruling other resources better and also to make the party coordination and integration. Therefore, the party ruling system is vital to resource development, can not be ignored.
The party put forward in the fourth Plenary Session of the 17th CPC Central Committee the overall layout to strengthen and improve the Party Construction under the new situation, namely "five in one" thought construction, organization construction, style construction, system construction and anti-corruption. Among them, the system construction throughout, Party building is an important part of the Communist Party. Chinese Chinese as the sole ruling party, the development of system resources of the ruling party for its great significance to consolidate the ruling status of the ruling party. The development of system resources is helpful to enhance the system recognized by the people, the effective integration of different power resources, the system is effective, make people realize that the party's ruling ability. On the basis of clarifying the basic content of system resources, a comprehensive analysis of the theory and practice of the system of resource development since the reform and opening up Chinese the ruling Communist Party, summed up the development of the party's ruling resources of the experience and lessons on the basis of the development of the system of the Party's ruling resources can be developed from the party system resources, were explored.
