马克思交往思想视阈下当代中国地方政府间区域合作研究

【摘要】:在当前区域一体化的浪潮驱动下,中国国内出现了众多以经济合作为主要内容的区域。不仅跨省级行政单位之间的全国性区域正在纵深聚合,而且同一省(区)内地域性行政单位之间的局部性区域也逐步崛起。伴随着当代中国区域一体化的进程,诸多问题随之而来。方面,原来属于某一地方政府内部的社会公共事务开始突破行政区域界线,成为了区域性公共事务;另一方面,一些原来没有的问题开始出现且数量骤增,新类别的区域性公共问题层出不穷。这样,诸如建立区域统一市场、发展战略、公共物品供给、城市规划、环境保护、污染治理、危机管理、基础设施建设以及产业布局等方面的区域性公共问题日渐凸显。毋庸讳言,应对和解决这些区域性公共问题绝非易事,它需要区域内部各方面共同参与行动,尤其是以地方政府为主导的地方政府间区域合作乃是应对和解决这些区域性公共问题的治理之道。在当代中国,作为一种处理区域性公共事务的新型治理行为,地方政府间区域合作是由地方政府封闭的各自为政的治理行为演进而来。它不仅是临近地缘空间的交往整合,而且是地方政府之间彼此资源要素优势的交往协调,更是区域整体发展与其内部个体发展的交往统筹。由此可见,无论是从地缘空间整合的方面而言,还是从资源要素优势协调的方面来看,抑或是从整体发展与个体发展的方面来说,当代中国地方政府间区域合作不仅包括了合作理念应有的全部内涵,而且还凸显出了“交往”的属性。正是从这个意义上讲,在当代中国,地方政府间区域合作就是地缘空间相邻的地方政府通过座谈会议、信息共享、学习考察、对口支援、府际合作协议等诸多形式开展的交往合作化行为。在规范意义上,交往实践必须坚持以科学的交往思想为指导,才能确保其有效实行。因此,当代中国地方政府间区域合作也同样必须坚持以科学的交往思想为指导。而马克思交往思想,尤其是他在《德意志意识形态》中表述的交往思想恰恰契合了这一需求。对于当代中国地方政府间区域合作而言,马克思交往思想的基本论点不仅可以对其作出科学解释,而且作为理论自身所具有的方法论意义也能够对它给予更多的关照。除此之外,马克思交往思想与当代中国地方政府间区域合作在谋求实现利益、受制于生产力、开放交往以及网络化交往等诸多方面相互契合。正因如此,对于当代中国地方政府间区域合作的研究,并非仅仅只能借鉴新公共管理理论、治理理论、整体政府理论、网格化理论等理论视阈,马克思交往思想亦是不乏独到见解的理论视阈。事实上,马克思交往思想提供了观察当代中国地方政府间区域合作的理论视阈,提供了当代中国地方政府间区域合作的方法论基础和行动指南。马克思交往思想视阈下,当代中国地方政府间区域合作需要培育由其利益要素、动力要素、开放交往理念要素以及网络化机制要素交错共生的要素系统。并且,在这一理论视阈下,当代中国地方政府间区域合作也必然呈现出这样一种逻辑机理,即以共同利益为逻辑起点、以动力体系为执行保障、以开放交往理念为价值导向、以网络化机制为运行实施的当然形式。由于这样一种逻辑机理所决定,当代中国地方政府间区域合作的路径构想就需要从增进共同利益、激发动力体系、培育开放交往理念、优化网络化机制等方面重点考虑。首先,就增进地方政府间区域合作的共同利益来看,既要设计正当且合理的地方政府间区域合作利益框架,又要构筑地方政府间区域合作的利益协调交往平台,还要健全地方政府间区域合作的利益补偿方案;其次,从激发地方政府间区域合作的动力体系来说,不仅要夯实地方政府间区域合作的市场经济动力,而且要发展地方政府间区域合作的科技动力,还要完善地方政府间区域合作的激励动力;再次,就培育地方政府间区域合作的开放交往理念而言,除了以共识凝聚地方政府间区域合作的开放交往理念之外,还要以契约精神巩固地方政府间区域合作的开放交往理念;最后,从优化地方政府间区域合作的网络化机制而论,除了激活地方政府间区域合作网络中的府际信任之外,还要提升地方政府间区域合作网络化机制的实施成效。
[Abstract]:In the current wave of regional integration driven by domestic Chinese manyalgorithms to economic cooperation as the main content of the regional national regional inter provincial administrative units is not only the depth of polymerization, and the same province (area) the local region between mainland regional administrative units also gradually rise.
