【摘要】：本文采用了实证与文献研究相结合、定性与定量研究结合等多种方法，从构建社会主义和谐社会的相关理论研究开始，全面阐述基于质、量、度视角的和谐社会构建这一河北省重大的理论和实践问题，为构建和谐河北省、优化河北省，从经济、政治、文化、资源结构、环境建设提高提供坚实的理论基础。本文不仅对如何从质、量、度三个角度去构建和谐社会进行了理论研究，还从实践层面上提出了多项具有积极的、可操作性的实施措施。同时，在对河北省自然条件、社会资源、经济状况、文化背景、政治背景等进行调研分析的基础上，提出河北省构建质、量、度相统一的和谐社会的基本原则和目标体系，通过提高质、发展量、协调度等途径，为构建和谐社会提供坚实的基础。本文的写作共分为六个部分，含引言、结语及正文四章：引言部分阐述了论文的研究意义，即为新时期如何构建社会主义和谐社会，促进河北省更好更快发展奠定较完备的理论基础，并在对河北省现实经济、社会、环境、人力资源等进行调研分析的基础上，通过提高质、发展量、协调度等途径，为构建和谐社会提供坚实的基础。绪论部分对中外构建和谐社会的学术史进行了梳理，并交代了研究对象和研究方法。正文第一章介绍了和谐社会的质、量、度的内涵，以及三者既有区别又相互统一的辩证关系，在此基础上提出了和谐社会质、量、度的衡量标准。本章还指出现阶段构建质、量、度相统一的和谐社会的现实意义，即构建质、量、度相统一的和谐社会，是妥善处理好经济社会发展进程中各种矛盾的要求，是国民经济持续发展的要求，是实现“全面建成小康社会”目标的要求。正文第二章介绍了河北构建质、量、度相统一的和谐社会的目标体系。首先，从自然条件、社会资源、经济状况、文化背景四个方面分析了河北省构建质、量、度相统一的和谐社会的现实条件；其次，提出了河北构建质、量、度相统一的和谐社会的基本原则，即优质原则、增量原则和适度原则；最后，根据河北省现实条件和构建和谐社会的基本原则，从经济、社会、环境三个方面，提出了河北构建质、量、度相统一的和谐社会的目标体系。正文第三章以现实数据和材料为依据，分析了当前河北和谐社会建构中存在的质、量、度方面的问题：河北构建和谐社会中存在的质的问题包括发展质量偏低、发展环境不佳、发展状态不平衡等；河北构建和谐社会中存在的量的问题包括经济竞争力弱、政府投入少、人力资源素质偏低等；河北构建和谐社会中存在的度的问题包括经济建设的“虚高”与发展后劲的“不足”、资源利用的“过度”与环境保护的“不及”、娱乐文化的“追捧”与主流文化的“无奈”、GDP连年上升与城乡居民收入裹足不前等。正文第四章根据河北构建质、量、度相统一的和谐社会的目标体系和当前河北和谐社会建构中存在的质、量、度方面的问题，提出了河北构建质、量、度相统一的和谐社会的路径，即通过调整产业结构、优化发展环境和加强燕赵文化建设来提高质；通过提高经济综合竞争力、进一步加强小城镇建设和关注弱势群体提高低收入家庭的生活水平来发展量；通过处理好经济发展同人口、资源、环境的关系、统筹协调社会各阶层的利益关系和加强民主政治建设促进社会和谐来协调度。结语部分在概括全文的基础上，提出本文的主要结论，即通过质、量、度的哲学视角，为新时期如何构建社会主义和谐社会，促进河北省更好更快发展提供了较完备的理论基础。通过理论研究和指导实践相结合，，在对河北省自然调经、现实经济、社会资源、环境、政治现状等进行调研分析的基础上，提出应从提高质、发展量、协调度入手，充分发挥河北省的区位优势，探寻河北构建和谐社会的路径，这样才能优化河北省经济、社会、人口、文化、资源结构，为构建和谐社会提供坚实的物质、精神和体制基础。
[Abstract]:Based on the research and analysis on the construction of harmonious society from three angles of quality , quantity and degree , the paper puts forward the basic principle and goal system of constructing harmonious society from three angles of quality , quantity and degree , and provides a solid foundation for constructing harmonious society by improving quality , quantity and degree of coordination .

The writing of this paper is divided into six parts , including preface , conclusion and text four chapters :

The introduction part expounds the significance of the research , that is , how to construct the socialist harmonious society in the new period , to promote the better and faster development of Hebei Province , and to provide a solid foundation for the construction of the harmonious society . The introduction part sorts out the academic history of constructing a harmonious society at home and abroad , and presents the research object and the research method .

The first chapter introduces the connotation of the quality , quantity and degree of the harmonious society , and the dialectical relation of the differences and the unification of the three . This chapter also points out the realistic meaning of the harmonious society with the unity of quality , quantity and degree . It is the requirement to deal with the contradictions in the process of economic and social development . It is the requirement of the sustainable development of national economy . It is the requirement to realize the goal of " building a well - off society " .

The second chapter introduces the goal system of constructing harmonious society with unity of quality , quantity and degree in Hebei Province . First , the realistic conditions of constructing harmonious society with unity of quality , quantity and degree are analyzed from four aspects : natural condition , social resource , economic situation and cultural background ;
Secondly , it puts forward the basic principle of constructing harmonious society based on the unification of quality , quantity and degree of Hebei Province , that is , high quality principle , incremental principle and moderate principle .
Finally , according to the realistic conditions of Hebei Province and the basic principles of constructing a harmonious society , this paper puts forward the goal system of constructing a harmonious society with the unity of quality , quantity and degree from the three aspects of economy , society and environment .

The third chapter analyzes the problems of quality , quantity and degree in the construction of the current Hebei harmonious society based on the real data and materials . The problems in constructing a harmonious society in Hebei Province include low development quality , poor development environment , unbalanced development status , etc .
The problems existing in the construction of harmonious society in Hebei include weak economic competitiveness , low government investment , low human resources quality , etc .
The problems existing in the construction of a harmonious society in Hebei include the " deficiency of economy " and " insufficient " of the development , the " excessive " of the resource utilization and the " late " of the environmental protection , the " pursuit " of entertainment culture and the " helpless " of the mainstream culture , the rise of GDP and the income of the urban and rural residents .

In chapter 4 , according to the problems of quality , quantity and degree existing in the construction of the harmonious society based on the construction quality , quantity and degree of Hebei , the paper puts forward the path of constructing harmonious society with the unity of quality , quantity and degree in Hebei Province , that is to improve the quality by adjusting the industrial structure , optimizing the development environment and strengthening the construction of Yanzhao culture ;
To further strengthen the construction of small towns and pay attention to the improvement of the living standard of low - income families by improving the comprehensive competitiveness of the economy ;

On the basis of summarizing the whole text , this paper puts forward the main conclusion of this paper , that is , how to construct the socialist harmonious society in the new period and promote the better and faster development of Hebei Province . Based on the research and analysis of the theory research and the guiding practice , this paper puts forward the path of improving the economy , society , population , culture and resources of Hebei Province , and provides a solid material , spiritual and institutional basis for constructing harmonious society .
