毛泽东群众路线视野下大学生村官与村民的互动

【摘要】：在改革开放的大潮中，“三农”问题是关系我国现代化建设全局的重大问题，从中央到地方各级党委、政府对此十分重视。在深刻分析当前国际国内形势，全面把握我国经济社会发展阶段性特征的基础上，党中央确定了建设社会主义新农村的伟大战略目标。但在深化农村经济体制改革和优化农村经济结构的过程中，突显出了一个严重的发展问题——人才资源匮乏。因此，政府部门必须力抓农村干部队伍建设，解决农村发展中的人才问题，大学生村官计划便应运而生。作为我国最基层的领导干部，大学生村官在加强农村基层组织建设，巩固党在农村的执政基础；优化农村干部队伍的文化结构和年龄结构；贯彻落实科学发展观；全面加强社会主义新农村建设等方面发挥重要作用。同时，也能在大学生中树立全新的就业理念，缓解就业压力，，为各类人才成长树立新导向。自20世纪90年代以来，大学生村官计划经历了从无到有、从小到大的发展过程，期间取得了显著成效，但也出现了诸多阻碍大学生村官和村民良性互动的问题，如两者间的相互认同问题、相互沟通问题、扎根差异问题、文化差异问题等。而毛泽东的群众路线对分析和说明大学生村官与村民的互动问题具有重大的理论意义和现实意义。从理论上看，这有助于我们加强对毛泽东群众观点和群众路线的理解与运用，更好地领悟其特点与实质，全面、深入地把握马克思主义的群众观，正确认识中国共产党的性质和宗旨，一定程度上丰富了党的基层管理理论；从现实上看，这将有助于我们把握党群、干群关系，正确认识和处理群体性事件等问题，克服目前少数大学生村官脱离群众的不良倾向，有助于现代大学生村官实现科学决策和运用正确路线、方针来领导广大村民群众并不断满足村民群众的需求，有助于大学生村官依靠和领导村民群众进行社会主义新农村建设。在此思想基础下，探索性地提出了实现大学生村官和村民良性互动的长效机制，如选拔聘用机制、管理培训机制、监督考评机制、沟通交流机制和激励保障机制等。
[Abstract]:In the great tide of reform and opening up, the issue of "agriculture, countryside and farmers" is an important issue concerning the overall situation of China's modernization drive. The Party committees at all levels from the central to local levels have attached great importance to this issue. On the basis of deeply analyzing the current international and domestic situation and comprehensively grasping the stage characteristics of China's economic and social development, the CPC Central Committee has determined the great strategic goal of building a new socialist countryside. However, in the process of deepening the reform of rural economic system and optimizing the rural economic structure, it highlights a serious development problem-the shortage of human resources. Therefore, government departments must pay attention to the construction of rural cadres and solve the problem of talents in rural development. As the most basic leading cadres of our country, college students' village officials are strengthening the construction of rural grass-roots organizations, consolidating the ruling foundation of the Party in rural areas, optimizing the cultural structure and age structure of the rural cadres, carrying out the scientific concept of development; Comprehensively strengthening the construction of new socialist countryside and other areas play an important role. At the same time, it can also set up a new concept of employment among college students, ease the pressure of employment, and set up a new direction for the growth of all kinds of talents. Since the 1990s, the university student village official plan has experienced a process of development from scratch to existence, from small to large, during which remarkable results have been achieved, but there are also many problems that hinder the benign interaction between college students' village officials and villagers. Such as mutual identification between the two problems, communication problems, rooted differences, cultural differences and so on. The mass line of Mao Zedong has great theoretical and practical significance in analyzing and explaining the interaction between college students' village officials and villagers. Theoretically, this will help us strengthen our understanding and application of the Mao Zedong mass viewpoint and mass line, better understand its characteristics and essence, and comprehensively and deeply grasp the Marxist mass view. A correct understanding of the nature and purpose of the Communist Party of China enriches the party's basic management theory to a certain extent. In reality, this will help us grasp the relationship between the Party and the masses, cadres and the masses, and correctly understand and deal with problems such as mass incidents. Overcoming the undesirable tendency of a small number of university students' village officials being divorced from the masses at present is helpful for modern university students' village officials to make scientific decisions and apply the correct line and guidelines to lead the broad masses of villagers and constantly meet the needs of the villagers. College student village officials rely on and lead the villagers in the construction of a new socialist countryside. On the basis of this idea, this paper puts forward a long-term mechanism to realize the benign interaction between university students' village officials and villagers, such as selection and employment mechanism, management training mechanism, supervision and evaluation mechanism, communication and communication mechanism, incentive and guarantee mechanism, and so on.
