网络社会视域下中国共产党执政资源研究

【摘要】：许多国家的学者和政界要人，，都特别关注执政资源的研究。尽管执政资源是政党研究领域中出现的一个新名词，但它逐渐成为研究政党执政能力建设的重要内容。因为对于政党而言，要想成为执政党，就必须先赢得执政资源；要想保持长久执政的态势，就必须巩固已有的执政资源和开发新的执政资源。随着网络技术的广泛应用和社会的进步发展，人们逐渐以互联网为媒介来进行社会交往活动，从而使社会交往模式发生了重大改变，因此网络社会应运而生。马克思认为，社会是人类社会关系的总和。而“网络社会（Network Society）”无疑是现代高新技术的产物，在这个新兴的社会形态之中，中国共产党如何继续巩固和扩充执政资源，这对于保持党的先进性、提高党的执政能力以及促进社会主义政治文明建设都是一个全新的课题。如果执政党要想在现代信息社会中继续保持长久执政的态势，就不得不重视网络社会的力量。随着网络社会的崛起，党以往的传统执政资源理论已经明显滞后于现实社会的发展需要。在网络社会中，执政党如何使深受网络技术影响的政治资源、经济资源和文化资源得到很好地平衡发展，这确实是一个令人反思的重大问题。本论文以网络社会为背景，以党的执政资源建设为主题，通过对该问题进行深入系统地分析来说明加强执政资源建设的时代价值和面临的新挑战，最后提出基本对策，从而更有效地帮助党提高执政效率，并从根本上提高执政能力、巩固执政地位。本文一共分为五个部分：第一部分是绪论。第二部分是网络社会与执政资源相关概念的介绍。这部分主要是对网络社会与党的执政资源的基本内涵和主要特征作一简单概述。第三部分是网络社会视域下党的执政资源建设的时代意义。该部分主要从三个方面来论证加强执政资源建设的新的时代意义，包括：加强执政资源建设是党迎接国际社会挑战的需要；是党应对国内形势变化的需要；同是党巩固执政地位的必然要求。第四部分是提出网络社会视域下党的执政资源建设所存在的问题。这是本文的主体部分，该部分提出了网络政治、网络经济及网络文化共同面临的新问题，并对这三个方面的缺陷进行系统分析。第五部分是提供网络社会视域下党的执政资源建设的基本对策。这是本文要重点论述的内容。通过推进网络政治的发展进程、探寻网络经济的发展模式和发展先进的网络文化等一系列措施来有效地巩固党执政的政治资源，扩充执政的经济资源和整合执政的文化资源，从而提升我党整合执政资源的能力以及巩固执政地位。
[Abstract]:Scholars and politicians in many countries pay special attention to the study of governing resources. Although the ruling resource is a new term in the field of political party research, it has gradually become an important content in the research of the ruling ability of the political party. For a political party, if it wants to become a ruling party, it must first win the ruling resources; if it wants to maintain a long-term ruling situation, it must consolidate the existing ruling resources and develop new ruling resources. With the wide application of network technology and the development of society, people gradually take the Internet as the medium to carry out social communication activities, which makes the social communication mode change greatly, so the network society emerges as the times require. Marx believed that society is the sum of human social relations. And "Network Society" is undoubtedly the product of modern high and new technology. In this emerging social formation, how can the CPC continue to consolidate and expand its ruling resources, which will help to maintain the advanced nature of the Party? Improving the Party's ruling ability and promoting the construction of socialist political civilization is a new subject. If the ruling party wants to remain in power for a long time in the modern information society, it has to attach importance to the power of the network society. With the rise of the network society, the Party's traditional ruling resources theory has obviously lagged behind the development needs of the real society. In the network society, how the ruling party makes the political resources, economic resources and cultural resources which are deeply influenced by network technology get a good balance development, this is really a great problem that makes people reflect on it. This paper takes the network society as the background, takes the Party's ruling resources construction as the theme, through the thorough and systematic analysis to this question, explains the times value and the new challenge which strengthens the ruling resources construction, finally puts forward the basic countermeasure. In order to help the Party to improve the ruling efficiency, and fundamentally improve the ruling ability, consolidate the ruling position. This paper is divided into five parts: the first part is an introduction. The second part is the introduction of the concept of network society and governing resources. This part is a brief summary of the basic connotation and main characteristics of the network society and the ruling resources of the Party. The third part is the significance of the construction of the Party's ruling resources under the network society. This part mainly demonstrates the new significance of strengthening the construction of ruling resources from three aspects, including: strengthening the construction of ruling resources is the need of the Party to meet the challenges of the international community, is the need of the Party to respond to the changes in the domestic situation; At the same time, it is the inevitable requirement for the Party to consolidate its ruling position. The fourth part is to put forward the problems existing in the construction of the Party's ruling resources from the perspective of network society. This is the main part of this paper, this part puts forward the new problems of network politics, network economy and network culture, and makes a systematic analysis of the defects in these three aspects. The fifth part is to provide the basic countermeasures of the Party's ruling resources construction in the view of network society. This is the main content of this paper. Through promoting the development process of network politics, exploring the development mode of network economy and developing advanced network culture and so on, a series of measures are taken to effectively consolidate the political resources of the ruling party, expand the economic resources of the ruling party and integrate the cultural resources of the ruling party. So as to enhance our party's ability to integrate ruling resources and consolidate the ruling position.
