【摘要】：进入改革开放新时期,正是发生在人类社会后工业化的时间节点上,我国由于受整体科技水平低下、劳动者素质不高、可持续发展观念滞后等多种因素的影响,造成了自然资源得不到充分利用和生态环境得不到充分保护的后果,导致了环境严重污染,生态严重破坏的发生,雾霾天气近几年频繁爆发就是一个明证,生态问题的严重性已经对社会主义现代化建起到了明显的阻碍作用。对此问题,邓小平作为我国改革开放和现代化建设的总设计师,在建设中国特色社会主义的伟大实践中,以马克思主义生态思想为指导,继承和发展毛泽东生态哲学思想,对生态文明建设问题发表了一系列重要论述,归纳起来,主要包括生态经济、环境保护、人口与环境协调发展、生态消费与生态法治等五个方面。这五个方面既具有各自的独立内涵,又相互联系,表现出在其生态价值观转向生产和生活实践领域的逻辑演进,形成了富有时代特色的生态哲学思想,丰富了马克思主义生态思想的理论宝库。进入新的世纪、新的时代,如何落实党的十八届五中全会所强调,“必须牢固树立和贯彻落实创新、协调、绿色、开放、共享的发展理念”,如何加强社会主义生态文明建设,而科学运用生态系统的观点和方法探讨人类社会与自然之间的内在关系是至关重要的。正因为如此,邓小平的生态哲学思想具有鲜明的中国国情的实践特征,集中体现了坚持以人为本的科学发展观,代表了人民对美好生活的价值追求,具有极强的生命力和指导意义。其当代价值主要体现在:为社会主义生态文明建设和美丽中国建设奠定理论基础,为坚持节约资源和保护环境的基本国策提供理论指导,为生态文明观念在全社会牢固树立,促进国民生态文明素质提高具有引领作用。
[Abstract]:Entering the new era of reform and opening up, it is on the time node of post-industrialization of human society that our country is affected by many factors, such as the low level of science and technology, the low quality of workers, the lag of the concept of sustainable development, and so on. This has resulted in the underutilization of natural resources and inadequate protection of the ecological environment, resulting in serious environmental pollution and serious ecological destruction, as evidenced by the frequent outbreak of haze weather in recent years. The seriousness of ecological problems has obviously hindered the construction of socialist modernization. To solve this problem, Deng Xiaoping, as the chief designer of China's reform, opening up and modernization, has inherited and developed Mao Zedong's ecological philosophy under the guidance of Marxist ecological thought in the great practice of building socialism with Chinese characteristics. This paper makes a series of important expositions on the construction of ecological civilization, which includes five aspects: ecological economy, environmental protection, coordinated development of population and environment, ecological consumption and ecological rule of law. These five aspects not only have their own independent connotations, but also relate to each other, showing the logical evolution of their ecological values turning to the field of production and life practice, and forming the ecological philosophy thought with the characteristics of the times. It enriches the theoretical treasure house of Marxist ecological thought. Entering a new century and a new era, how to implement the development concept of innovation, coordination, green, openness and sharing, as emphasized by the Fifth Plenary session of the 18th CPC Central Committee, "must be firmly established and implemented," and how to strengthen the construction of socialist ecological civilization, It is very important to explore the relationship between human society and nature by using ecosystem view and method. Because of this, Deng Xiaoping's ecological philosophy has the distinct practical characteristics of China's national conditions, which embodies the people-oriented scientific development concept, and represents the people's pursuit of the value of a better life. Has the extremely strong vitality and the guidance significance. Its contemporary values are mainly reflected in: laying a theoretical foundation for the construction of socialist ecological civilization and the construction of beautiful China, providing theoretical guidance for adhering to the basic national policy of saving resources and protecting the environment, and firmly establishing the concept of ecological civilization in the whole society. Promoting the quality of national ecological civilization has a leading role.
