马克思主义理论指导下的村民自治制度研究

【摘要】：中国基层民主自治制度是马克思关于人民自治思想和其制度理论的完美结合。村民自治制度属于中国基层民主自治制度当中的重要一环。她的存在使农村面貌发生了翻天覆地的变化，符合现在农村社会现实，在促进农村社会进步方面起着非常重要的作用。这一制度从开始到现在一直在不断完善当中。通过对村民自治制度施行过程中现阶段存在问题的研究，分析这些问题的成因从而有针对性的找到这些问题的解决方法。问题主要包括：村民自治选举过程当中贿选严重；村民自治过程当中的暴力问题；村民民主参与意识不强；村“两委”管理过程中的不协调问题；村民代表会议或村民会议召开难；村委会由于经济原因开展工作难；乡镇对村民自治事务干预过多等方面的问题。对这些问题的诱发原因本文也进行了具体分析。通过分析原因从而得到了如下解决方式：内外着手规范选民与选举者的行为，斩断贿选的利益链条；合理分配，群防群治，杜绝暴力事件的发生；全方位、多角度提高村民素质，，增强其民主参与意识；和谐“两委”关系；以及几个其他问题的解决方式。本文主要采用了访谈方法。通过访谈获悉村民自治制度在施行过程中存在的问题与自己先前所掌握的资料相对比，从而找出问题的所在以及提出解决问题的方法。另外本文同时采用了文献梳理法与归纳法。本文的主要创新点包括对村民自治制度的概念给予一个比较全面的定义。对村民自治制度由来发展方面给予比较精确地概述。提出现阶段村民自治制度施行过程中存在的新问题，给予现阶段存在的问题一个比较全面的概括。进而分析这些问题原因从而找到解决方式。本文的不足之处主要包括：首先，查阅的资料有限，有几个资料时效性不是很强。其次，有几个观点是自己在借鉴学者研究基础之上形成的自己的观点，略显生涩，理论性不强。再次，访谈的对象十分有限。最后，由于理论水平有限，对村民自治制度的研究深度有待提高。
[Abstract]:China's grassroots democratic autonomy system is the perfect combination of Marx's thought on people's autonomy and its system theory. Villager self-government system belongs to the important link of Chinese grass-roots democratic self-government system. Her existence has made the rural face change dramatically, which accords with the present rural social reality and plays a very important role in promoting rural social progress. This system has been improving from the beginning to now. Through the study of the problems existing in the implementation of the villager autonomy system at the present stage, the causes of these problems are analyzed and the solutions to these problems are found. The main problems include: serious bribery in the process of villager autonomy election; violence in the process of villager autonomy; lack of democratic participation consciousness of villagers; disharmony in the management process of village "two committees"; The villagers' representative meeting or villagers' meeting is difficult to be held; the village committee is difficult to carry out its work because of economic reasons; the village and township have too much interference in the villagers' autonomy affairs and so on. The causes of these problems are also analyzed in this paper. Through the analysis of the causes, the following solutions are obtained: internal and external efforts to standardize the behavior of voters and electors, to cut off the chain of interests of bribery; reasonable distribution, mass prevention and control, and to put an end to the occurrence of violent incidents; omni-directional, Improve the quality of villagers from various angles, strengthen their consciousness of democratic participation, harmonize the relationship between the "two committees", and solve several other problems. This article mainly adopts the interview method. Through interviews, we know that the problems existing in the implementation of the villagers' autonomy system are compared with their previous information, so as to find out where the problems are and how to solve them. In addition, this paper adopts the literature combing method and induction method at the same time. The main innovation of this paper is to give a more comprehensive definition to the concept of villager autonomy system. This paper gives a more precise outline of the origin and development of the villagers' autonomy system. This paper puts forward some new problems existing in the implementation of the villagers' autonomy system at present, and gives a more comprehensive summary of the existing problems at the present stage. Then analyze the causes of these problems and find solutions. The main shortcomings of this paper include: first, the limited access to data, there are a few data timeliness is not very strong. Secondly, there are several points of view formed on the basis of learning from scholars, slightly acerbity, not strong theory. Again, the interview is very limited. Finally, due to the limited theoretical level, the research depth of villager autonomy system needs to be improved.
