【摘要】：保持党同人民群众的血肉联系，做好群众工作，是我党取得革命、建设、改革成功的根本原因，一切以人民群众的利益为重，坚持立党为公、执政为民，这是马克思主义政党与其他政党相区别的根本标志，也是我党宗旨和性质的集中体现。中国共产党取得一切成功的原因，在于坚持群众路线，做好群众工作，当前以及今后，仍然必须坚持做好群众工作不动摇。经济工作是国家和党的中心工作，但思想和社会管理领域，，同样举足轻重。人民福祉、幸福度，关系民生大计、国之根本。过往历史和社会的变迁，都是人民群众自发追求自身利益的结果。中国共产党向来重视群众，把人民群众的支持拥护始终放在第一位，把人民群众的支持、拥护、满意，作为一切工作的出发点和衡量标准，作为党“以人为本、执政为民”本质的根本体现。党的十六大以来，胡锦涛在继承几代中央领导集体群众观的基础上，发展了党的群众观点和群众路线、创新了群众工作的方式和方法、拓展了群众工作的途径和思路，形成了新形势下做好群众工作的新思想。胡锦涛的群众工作理论，是关于新形势下的群众、群众工作及其做好群众工作、正确处理党群、干群关系的学说。认真学习、梳理、研究胡锦涛的群众工作理论，既有现实的指导意义，也有深远的历史意义。本文运用文献检索法、分类归类法，从认真研究中央宣传部理论局编写的《论党的群众工作——重要文献摘编》入手,结合细读中央文献出版社出版的《十六大以来重要文献选编》(上、中、下)、《十七大以来重要文献选编》（上、中、下），以及见诸于《人民日报》的胡锦涛2003年至2012年在各种会议和场合的重要讲话精神，并参考国内外学者对胡锦涛群众工作理论的研究，沿着“提出问题——寻找答案——得出结论”的路径，较为全面地梳理了胡锦涛关于群众工作的论述，初步厘清了胡锦涛关于群众工作理论的基本内容和对马克思主义群众工作理论的重要贡献，形成了较为完整、系统的胡锦涛的群众工作理论。本文主要从六个方面梳理了胡锦涛群众工作理论基本内容，即群众工作的重要性、牢固树立群众观点、坚持群众路线、站稳群众立场、群众工作的主要任务、提高群众工作的本领。同时概括了胡锦涛群众工作理论的基本特征、主题、主线，胡锦涛群众工作理论对党的群众观点和路线、群众工作方式方法途径思路的贡献，在全面、完整性上对胡锦涛群众工作理论研究做出了一定贡献。文章结构如下：一、引言。主要由选题背景、国内外研究现状、选题的理论意义和实践意义、创新之处组成。二、胡锦涛群众工作理论的理论基础和实践基础。通过对马克思主义群众观、中国传统文化中的民本思想、中共几代领导集体的群众观详细论述，厘清胡锦涛群众工作理论的理论来源；结合国际（北非中东持续动荡）、国内（群体性事件持续不断）群众工作实践，阐述胡锦涛群众工作理论的实践基础。三、胡锦涛群众工作理论的主要内容。本文将胡锦涛群众工作理论初步概括为六个方面，即群众工作的重要性、牢固树立群众观点、坚持群众路线、站稳群众立场、群众工作的任务、提高群众工作能力等。四、胡锦涛群众工作理论的基本特征、主题、主线。本文认为，胡锦涛群众工作理论具有时代性、群众性、科学性、实践性四个特征，其理论主题是“以人为本、执政为民”，贯穿始终的主线是“实现好、维护好、发展好最广大人民群众的根本利益”。五、胡锦涛群众工作理论的贡献。胡锦涛群众工作理论，对我党群众工作理论有重要的贡献：发展了党的群众观点和群众路线，创新了做好新形势下群众工作的方式和方法，拓展了新形势下做好群众工作的途径和思路。六、结论：对全文进行总结。
