新时期党的群众工作制度创新研究

【摘要】：群众工作是党的基础性、经常性、根本性工作，是党知民情、解民忧、化民怨、暖民心的基本途径，是党在战争年代从人民群众那里获得源源不断的支援和智慧的重要保证，也是党取得革命、建设、改革伟大胜利的重要经验。改革开放新时期，党的群众工作总体上是好的，但也存在着部分党员干部脱离人民群众、伤害群众感情、侵犯群众利益的问题，这些问题，严重影响了党在群众中的形象，严重损害了党的威信，严重破坏了党的先进性。党的事业的发展进步和兴旺繁荣，，离不开人民的创造力量；党的全部执政活动，离不开强有力的群众工作。党的十七届四中全会提出“提高党的建设科学化水平”的重大使命和任务。在党的十七届五中全会上，胡锦涛总书记更加明确提出了“党的群众工作制度化”的战略任务和要求。以科学制度为保障是党的建设科学化的题中应有之义，群众工作是党的建设的重要组成部分，贯穿党的建设整个过程，所以，推进党的群众工作制度创新，是新时期做好党的群众工作的必然选择和必然要求。本文从制度创新的视角研究新时期党的群众工作问题，提出制度创新的三个层次内涵，并结合当前党的群众工作制度创新存在的不足提出要健全和完善党的群众工作制度、改进和修订不适应现实情况的群众工作制度、推进已有的群众工作制度形成科学制度体系、提高党的群众工作制度的执行力四大举措，维护和增强党的群众工作制度的科学性、系统性、权威性。本文由导言、正文、结束语三大部分组成。导言主要是界定党的群众工作制度创新的相关概念，介绍选题缘起、研究现状、方法及预期目的。正文部分主要是阐述当前党的群众工作制度创新的重大意义；回顾改革开放以来党的群众工作制度创新的历史进程及每一时期党在群众工作制度方面的工作重点及制定的具体制度安排；分析新时期党的群众工作制度创新的成绩、问题及原因；探讨推进党的群众工作制度创新的对策选择。最后部分为结束语。
[Abstract]:Mass work is the basic, regular and fundamental work of the party. It is the basic way for the party to understand the people's feelings, resolve the people's worries, turn people's grievances, and warm the hearts of the people. It is also an important guarantee for the party to obtain continuous support and wisdom from the masses in the war years. Also is the party obtains the revolution, the construction, the reform great victory important experience. In the new period of reform and opening up, the mass work of the Party is generally good, but there are also problems of some party members and cadres separating themselves from the masses, harming the feelings of the masses, and infringing on the interests of the masses. These problems have seriously affected the Party's image among the masses. Seriously damaged the prestige of the party, seriously damaged the advanced nature of the party. The development, progress and prosperity of the Party's cause can not be separated from the creative power of the people, and all the ruling activities of the Party cannot be separated from the strong mass work. The fourth Plenary session of the 17th CPC Central Committee put forward the important mission and task of improving the scientific level of Party building. At the Fifth Plenary session of the 17th CPC Central Committee, General Secretary Hu Jintao put forward more clearly the strategic task and requirements of "institutionalizing the mass work of the party." Taking the scientific system as the guarantee is the proper meaning in the scientific construction of the party. Mass work is an important part of the party's construction and runs through the whole process of the party's construction. Therefore, the innovation of the party's mass work system is promoted. It is the inevitable choice and requirement of doing the mass work of the party well in the new period. This paper studies the mass work of the Party in the new period from the perspective of system innovation, puts forward three levels of connotation of the system innovation, and proposes to perfect and perfect the mass work system of the Party in the light of the shortcomings of the current system innovation of the mass work of the Party.
