科学发展观指导下的社会稳定及其评估模型研究

【摘要】：社会稳定既是人们的社会生活得以正常进行的必要条件，也是一个社会进步和发展的基础。邓小平曾明确指出：“没有稳定的环境，什么都搞不成，已经取得的成果也会失掉。”经过30多年的对外开放与经济发展，中国创造了世界经济发展的神话，人民生活和社会面貌都发生了翻天覆地的变化。在改革与发展的过程中，党和国家始终坚持以确保社会稳定作为一切工作开展的前提，成为我国推进社会主义建设事业的基本经验。但随着改革开放向纵深发展，特别是随着社会转型的加快，社会结构发生重大变化，利益格局出现了重大调整，影响社会稳定的因素不断增加并呈复杂化发展趋势，由此引发了一系列的、新旧交织的社会问题、社会矛盾和社会冲突，使社会稳定遭遇了前所未有的严峻挑战。如何认识当前我国社会稳定的总体局势和发展趋势，如何判断社会稳定影响因素的性质和作用，如何有效、妥善地协调这些社会矛盾和社会问题，如何防范社会稳定风险影响的积累和爆发是本文尝试解决的主要问题。 本文从指导维护社会稳定实践的社会稳定观内容入手，通过系统梳理建国以来我国维护社会稳定的实践经验，分析我国社会稳定观的历史演进，总结传统社会稳定观的时代局限性。在历史经验和科学发展观的指导下，提出适应现阶段社会发展规律和现实需求的“新社会稳定观”，并尝试构建社会稳定评估模型，运用定量分析与定性分析相结合的层次分析方法，全面分析影响社会稳定的相关要素，并建立相应的社会稳定评估指标体系。通过对社会稳定评估模型的应用与分析，得出现阶段影响我国社会稳定的四大核心要素和三大风险要素，并有针对性地提出防范社会稳定风险的五种路径选择。 本文由引言、正文和结语三部分组成。 引言部分主要介绍了论文的选题缘起、研究目的与价值、国内外对该问题的研究现状、研究思路、研究重点及难点、研究方法和研究的创新与不足。 第一章主要论述了建国以来我国维护社会稳定的实践探索和社会稳定观的历史变迁。分别分析了四个时期维护社会稳定的历史实践，总结了维护社会稳定的历史经验和教训，，并总结了各个特定时期形成的社会稳定观。在总结社会稳定理论成果与实践经验的基础上，结合社会变化和时代要求阐述了传统社会稳定观的局限性。 第二章主要论述了以科学发展观为指导的“新社会稳定观”的基本内涵，为正确认识社会稳定的本质和当前社会稳定局势提供新思路，为构建社会稳定评估模型提供正确的判断标准。 第三章主要论述了社会稳定评估模型的理论依据、构建方法、指标体系和模型的具体应用过程。在社会稳定评估模型构建完成后，应用模型从政治、经济、文化、社会和生态五个方面对影响社会稳定的指标体系进行评估，并通过对各指标的运算与分析来确定现阶段影响社会稳定的核心要素与风险要素。 第四章主要探讨社会稳定评估模型的实践运用。论述了影响社会稳定的四大核心要素，即政治发展要素、收入分配要素、公共秩序要素、生态环境要素；三大风险要素，即城乡结构要素、社会心理要素及社会保障要素对现阶段我国社会稳定的影响程度，及其导致社会稳定风险发生的发展趋势。 第五章主要有针对性地论述了防范社会稳定风险发生而需要建立健全的五大机制。即社会管理机制、收入分配调节机制、社会保障机制、社会心理优化机制和生态社会建设机制。通过这些机制的综合运行，能够有效防范社会稳定风险的积累与爆发，最终将社会稳定风险化解于源头。

Starting with the contents of the view of the social stability of the practice of the maintenance of social stability, this paper, through the systematic combing of the practical experience of the social stability of our country since the founding of the People's Republic of China, analyzes the historical evolution of the social stability view in our country, and summarizes the times of the traditional social stability view.
