中国共产党执政理念视阈下的民生思想与实践

【摘要】：中国共产党自成立以来，无论革命战争年代的局部执政时期，还是在新中国成立以后，对于民生建设都高度重视，这与中国共产党的执政理念息息相关。中国共产党在几十年的发展过程中形成了自己的中国特色的执政理念。本文从中国共产党的执政理念主要是执政为民这个角度去研究党的民生思想与实践。主要包括以下几个方面： 首先，阐述中国共产党的执政理念与民生的内涵，分析中国共产党执政理念中所包含的丰富的民生思想，并且从经济、政治、文化、社会、生态、党的建设这六个角度去分析民生思想与执政为民理念之间的关系。 其次，经过梳理中国共产党执政以来的民生实践，总结中国共产党民生建设经验，并且分析当前中国社会所面临的重大民生问题，人民群众的民生期待，及其对于中国共产党践行执政理念的新要求。 最后，以前两部分为基础，根据新时期以来的关于民生建设的相关内容，并且在紧扣题目的前提下，，提出了五个方面的应对对策，即思想教育为民生教育提供精神动力；完善目标为民生建设确定评价体系；健全制度为民生建设营造环境氛围；深化改革为改善民生赢得远大前景；社会参与为改善民生夯实群众基础。
[Abstract]:Since its establishment, the CPC has attached great importance to the construction of people's livelihood, no matter in the period of partial governance in the revolutionary war era or after the founding of New China, which is closely related to the ruling concept of the CPC. The Communist Party of China has formed its own ruling concept with Chinese characteristics in the course of several decades of development. This paper studies the Party's thought and practice of people's livelihood from the perspective of the ruling concept of the Communist Party of China. It mainly includes the following aspects: firstly, it expounds the connotation of the ruling concept and people's livelihood of the Communist Party of China, analyzes the rich people's livelihood thought contained in the ruling concept of the Communist Party of China, and from the economic, political, cultural, social, Ecology and Party building analyze the relationship between the thought of people's livelihood and the idea of governing for the people. Secondly, after combing the practice of the people's livelihood since the CPC came into power, summarizing the experience of the construction of the people's livelihood of the CPC, and analyzing the major livelihood issues facing the Chinese society and the people's livelihood expectations, And its new requirements for the Communist Party of China to carry out the ruling concept. Finally, on the basis of the previous two parts, according to the relevant contents of the construction of the people's livelihood since the new period, and under the premise of close to the topic, the paper puts forward five countermeasures, that is, the ideological education provides the spiritual power for the education of the people's livelihood; Perfect the target for the people's livelihood construction determine the evaluation system; perfect the system to create the environment atmosphere for the people's livelihood construction; deepen the reform to win the big prospect for improving the people's livelihood; social participation to improve the people's livelihood to strengthen the mass foundation.
