中国共产党危机处理能力研究

【摘要】：中国共产党诞生于民族危难之际，带领全国各族人民取得了新民主主义、社会主义革命和建设的胜利，进入新时期，我们党做出了改革开放的伟大决策，不断创造着民族复兴路上一个又一个的辉煌。中国特色社会主义是一个前无古人的事业，对社会主义的探索是摸着石头过河的过程，因此在前进的道路上我党面临过无数次的危机。危机面前，中国共产党人以高度的历史责任感和使命感，科学、果断决策，多次“化险为夷”。比如：第五次反“围剿”失败后经过长征绝处逢生，并推动了全民族的共同抗日；有效应对了“文化大革命”造成的内乱局面，开启了改革开放和社会主义建设的新局面；有效应对了2003年非典疫情、汶川地震等公共突发事件等。这些危机的成功解决使我党逐步走向成熟，对于践行“全心全意为人民服务”的性质和宗旨，提高党的执政能力建设，增强党员的先进性和纯洁性具有重大历史意义和现实启示。党的十八大对全面建成小康社会进行了全面部署，我国的改革开放和社会主义现代化事业进入了攻坚时期，新情况、新矛盾、新问题层出不穷，新的危机会猝不及防并且更加难以判断、解决，就像习近平总书记指出的那样“中华民族的今天是人间正道是沧桑”。因此，中国共产党应该随时充满处理危机问题的忧患意识，居安思危，勇于进取，顽强奋斗、艰苦奋斗、不懈奋斗，这样才能使中华民族的明天“长风破浪会有时”。本文总分四个部分，第一部分是对“危机”的概述，通过对“危机”概念、特征、分类等的研究使读者对危机有个总体的认知从而有效解决危机；第二部分是对中国共产党成功处理危机事件的历史回顾，从我党成立初期的应对大革命失败到新时期以来有效应对金融危机等，这也是我党辉煌交织苦难的历程。第三部分是对中国共产党有效应对危机问题的原因探析，原因主要包括中国共产党是先进生产力的代表，，中国共产党注重理论创新，不断加强党的建设。第四部分是中国共产党有效处理危机事件的基本经验和现实启示，主要包括加强党的思想教育、组织建设、执政能力建设、制度建设等方面。最后是文章的结语。
[Abstract]:The Communist Party of China was born at a time of national distress, led the people of all ethnic groups throughout the country to win victory in new democracy, socialist revolution and construction, and entered a new era when our party made a great decision on reform and opening up. Constantly creating a national rejuvenation on the road one by one brilliant. Socialism with Chinese characteristics is an unprecedented cause, the exploration of socialism is the process of crossing the river by touching the stone, so our Party has faced numerous crises on the way forward. In the face of the crisis, the Chinese Communists, with a high sense of historical responsibility and mission, made scientific and decisive decisions, and "overcame danger" many times. For example, after the defeat of the fifth counter-campaign against "encirclement and suppression", after the defeat of the "encirclement and suppression" campaign, the people came to life after a long march, which promoted the common resistance of the whole nation, effectively dealt with the civil unrest caused by the "Cultural Revolution", and opened up a new situation of reform, opening up and socialist construction. Effective response to the 2003 SARS epidemic, Wenchuan earthquake and other public emergencies. The successful resolution of these crises has made our party gradually mature. In order to practice the nature and purpose of "serving the people wholeheartedly" and to improve the Party's governing ability, Enhancing the advanced nature and purity of Party members has great historical significance and realistic enlightenment. The 18th National Congress of the Party made a comprehensive plan for building a well-off society in an all-round way, and the cause of reform, opening up and socialist modernization in our country entered a period of attack. New situations, new contradictions, and new problems emerged one after another. The new crisis will be caught off guard and will be more difficult to judge and resolve, as President Xi Jinping has pointed out: "the Chinese nation is in the right place today and in the vicissitudes of life." Therefore, the Communist Party of China should be filled with a sense of suffering in dealing with the crisis at any time, heighten its vigilance, dare to forge ahead, struggle tenaciously, struggle hard and unremittingly, in order to make the future of the Chinese nation "believe that one day it will be possible to take advantage of the long wind to break the waves of a thousand miles." This paper is divided into four parts, the first part is an overview of "crisis", through the study of the concept, characteristics, classification of "crisis" so that readers have a general understanding of the crisis so as to effectively solve the crisis; The second part is a review of the history of the successful handling of the crisis by the CPC, from the failure of the early response to the Great Revolution in the founding of our Party to the effective response to the financial crisis in the new period, which is also the course of our Party's brilliant intertwined suffering. The third part is an analysis of the reasons why the Communist Party of China effectively responds to the crisis. The reasons include the CPC being the representative of the advanced productive forces, the Communist Party of China paying attention to theoretical innovation and strengthening the Party's construction. The fourth part is the basic experience and practical enlightenment of the Communist Party of China to deal with the crisis effectively, mainly including strengthening the party's ideological education, organization construction, ruling ability construction, system construction and so on.
