执政诚信建设研究

【摘要】：诚信作为一种重要的道德规范,在中西方社会都受到普遍的推崇和敬仰。但在我国社会转型的背景下,受多重因素的影响,原有的思想道德体系受到强烈的冲击,出现了道德失范、诚信缺失的现象,阻碍了社会主义市场经济的发展和和谐社会的构建。为此,十七届六中全会通过的《中共中央关于深化文化体制改革推动社会主义文化大发展大繁荣若干重大问题的决定》指出,要“把诚信建设摆在突出位置,大力推进政务诚信、商务诚信、社会诚信和司法公信建设,抓紧建立健全覆盖全社会的征信系统,加大对失信行为惩戒力度,在全社会广泛形成守信光荣、失信可耻的氛围。”中国共产党作为执政党,不仅要对国家进行政治领导、思想领导、组织领导,同时担负着组织和引导整个社会政治、经济、文化生活健康发展的重任,政府作为国家的管理机关,是国家的代言人,是国家权力机关的执行者,它们在和谐社会的构建中起着主导作用,而要加强其他方面的诚信建设必须先加强执政诚信建设。本文主要探讨了执政诚信建设的相关理论。正文共分为四大部分：第一大部分是对相关概念、意义的分析探讨,文章先对“诚信”和“执政诚信”进行界定,进而对执政诚信建设与和谐社会建设的关系以及执政诚信建设的意义进行论述。第二大部分从政治领域内和政治领域外两个方面对当前执政诚信缺失的主要表现进行分析。第三大部分主要是针对上一部分执政诚信缺失的表现进行原因分析,得出世情国情的新变化新考验是影响执政诚信的外在因素,党和政府自身发展建设的不完善是影响执政诚信的内在因素。第四大部分主要对执政诚信建设的路径进行探讨,文章认为应从提高党员干部的诚信道德素质、转变政府职能、加强诚信制度建设以及完善诚信道德监督机制等四个方面进行执政诚信建设,从而巩固党的执政地位,提高党的执政能力,以一个全新的形象引领和谐社会的构建。
[Abstract]:Honesty, as an important moral standard, is generally respected and respected in Chinese and western society. However, under the background of social transformation in our country, influenced by many factors, the original ideological and moral system has been strongly impacted, resulting in the phenomenon of moral anomie and lack of good faith. It hinders the development of socialist market economy and the construction of harmonious society. For this reason, the decision of the CPC Central Committee on deepening the Cultural system Reform and promoting the Great Development and Prosperity of Socialist Culture, adopted at the sixth Plenary session of the 17th CPC Central Committee, points out that we should "put the construction of honesty and credit in a prominent position." We will vigorously promote the construction of government integrity, business integrity, social integrity, and judicial public trust. We will pay close attention to the establishment and improvement of a credit information system covering the whole society, increase the punishment for dishonest conduct, and widely form a climate of honor and dishonesty in the whole society. " As the ruling party, the Communist Party of China should not only give political leadership, ideological leadership, and organizational leadership to the country, but also undertake the important task of organizing and guiding the healthy development of the whole social, political, economic, and cultural life. The government, as the administrative organ of the country, is the spokesman of the country and the executor of the state power organ. They play a leading role in the construction of the harmonious society. In order to strengthen the construction of the honesty in other aspects, we must first strengthen the construction of the honesty and credit in power. This paper mainly discusses the relevant theories of the construction of ruling honesty. The text is divided into four parts: the first part is the analysis of the related concepts and significance, the article first defines "integrity" and "governance integrity". The relationship between the construction of ruling honesty and the construction of harmonious society and the significance of the construction of governance honesty are discussed. The second part analyzes the main performance of the lack of credibility in the political field and outside the political field. The third part is mainly based on the performance of the above part of the performance of the lack of governance integrity for the reasons, it is concluded that the new changes and new tests of the world situation is the external factors that affect the governance integrity. The imperfection of the development and construction of the Party and the government is the internal factor that affects the integrity of the ruling government. The fourth part mainly discusses the path of the construction of the ruling honesty and credit. The article holds that the government function should be changed from improving the honesty and moral quality of the Party members and cadres. In order to consolidate the ruling position of the Party, improve the ruling ability of the Party, and lead the construction of a harmonious society with a brand new image, we should strengthen the construction of honesty and credit system and perfect the supervising mechanism of honesty and morality.
