科学发展观的民生思想研究

【摘要】：所谓民生问题,简单地说,就是与百姓生活密切相关的问题,最主要表现在衣食住行、养老就医、公民教育等生活必需上面。民生问题也是人民群众最关心、最直接、最现实的利益问题。中国共产党自成立以来就一直致力于解决民生问题,把民生问题的解决作为落实党的政策、践行党的宗旨的重要指标。切实解决民生问题更是贯彻落实科学发展观、构建和谐社会的重要内容。党的十六大以来,在科学发展观的指导下,我们党执政理念的一个鲜明特征就是高度关注并着力解决民生问题。胡锦涛总书记一再强调,要做到“权为民所用、情为民所系、利为民所谋”。在政府工作报告中,温家宝总理也提到“实现好、维护好、发展好最广大人民的根本利益是以人为本理念的具体体现。要把保障和改善民生作为政府工作的重要任务。”在党和国家工作的全局中,党中央、国务院始终把解决人民群众最关心、最直接、最现实的利益问题放在重要位置,得到了广大人民群众的赞扬,在国内外引起了强烈反响。科学发展观的民生思想是一个内容丰富的科学理论体系。本文把科学发展观民生思想作为研究对象,分四大部分对该理论进行了梳理：第一、二部分是科学发展观民生思想产生的思想渊源和社会实践基础。从马克思主义理论渊源和中国民生思想渊源展开,结合社会现实,论述了科学发展观民生思想产生的理论与实践基础；第三部分是论述科学发展观民生思想的主要内容及特点,从科学发展观民生思想的核心、价值取向、基本思路、基本特点等四个方面展开论述；最后一部分是论述科学发展观民生思想的重大意义,把科学发展观民生思想放在整个科学社会主义体系中来阐述,对我国各方面建设具有重要的理论和实践意义。
[Abstract]:The so-called livelihood issues, simply put, are closely related to the people's life. The most important issues are the necessities of life, such as food, clothing, housing and transportation, medical care for the aged, civic education, and so on. People's livelihood is also the most concerned, the most direct, the most realistic interests of the people. Since its founding, the Communist Party of China has been devoting itself to solving people's livelihood problems, which is regarded as an important index to carry out the Party's policy and carry out the Party's purpose. Solving people's livelihood problem is the important content of carrying out scientific development view and constructing harmonious society. Since the 16th National Congress of the Communist Party of China, under the guidance of the scientific development view, one of the distinctive features of our party's ruling concept is to pay close attention to and focus on solving the livelihood of the people's livelihood. General Secretary Hu Jintao has repeatedly stressed that "power should be used by the people, feelings for the people and interests for the people." In the government work report, Premier Wen Jiabao also mentioned that "the realization, maintenance and development of the fundamental interests of the overwhelming majority of the people is the concrete embodiment of the people-oriented concept." We should make the protection and improvement of the people's livelihood an important task for the government. " In the overall situation of the work of the party and the state, the party Central Committee and the State Council have always placed the resolution of the most concerned, direct, and realistic interests of the people in an important position, which has been praised by the broad masses of the people and has aroused strong repercussions at home and abroad. The people's livelihood thought of the scientific development view is a rich scientific theory system. In this paper, the scientific development concept of people's livelihood thought as the research object, divided into four parts to sort out the theory: first, second part is the scientific development concept of people's livelihood thought origin and social practice foundation. Starting from the origin of Marxist theory and Chinese people's livelihood thought and combining with the social reality, this paper discusses the theoretical and practical basis of the scientific outlook on development of people's livelihood. The third part is to discuss the main contents and characteristics of the scientific outlook on people's livelihood, from four aspects: the core, the value orientation, the basic train of thought, the basic characteristics of the scientific outlook on people's livelihood. The last part is to discuss the great significance of the scientific concept of development people's livelihood and put the scientific development concept of people's livelihood in the whole scientific socialist system which has important theoretical and practical significance for the construction of all aspects of our country.
